按照國家郵政局要求，11月1日起實行快遞實名制登記。該要求實行已有一個半月，作者近日走訪了幾家快遞企業，公司都表示接到了相關通知，但是快遞員在執行過程中卻遭遇了阻力。
According to the requirement of the State Post Bureau, the real- name registeration system has been put into practice since Nov. 1 th and It has been one and half month now. Reporter interviewed several express enterprises in the past few days, they all said that they had received the related notification,yet there were obstractions in the process of carrying out this notification for the couriers.
對於消費者來説，最擔心的就是快遞實名制可能導致個人資訊洩露。公安部門負責人表示，經過多次討論，他們決定和技術公司合作，開發手機應用軟體，在有效貫徹執行快遞實名制的同時，保護寄件者的隱私。
For customers, their most concern is that the real-name registeration will lead to their personal information leak. The public security department principal indicates that they decide to cooperate with technology corperation to develop software application for smart phone after discussed repeadly, which aims to carry out the real-name registeration syetem effectively and protect the privacy of senders at the same time.
根據“三個百分百”的要求，快遞員在攬件時要負責驗視物品以及實名登記。驗視物品這一工作實現難度不大，然而，在攬件環節中增加一項驗視身份證資訊的步驟，對快遞企業來説則是費時費力費成本。在爭分奪秒的快遞行業，這意味著業務量的大量減少。
According to the requirement of “ three 100%”, the courier should be responsible for the check of the goods and the real-name registeration. It is not difficult to check the goods, however, to add the check of ID information costs only time and energy but also money, which means the decrease of the volume of business in the express industry that is full of competetion.
“目前主要是公安機關推行物流整頓工作，政府部門間，行業監管合力還沒有形成，單單靠一個部門力量確實有限，而且很多方面，比如説違反行政法規的行為，超出我們的監管範圍，這就需要其他部門共同配合才能監管好寄遞物流行業。” 西安市物流寄遞犯罪偵查支隊法制大隊長焦振華説。（實習作者：陳雨薇 綜合報道）
