中國共産黨第二十屆中央委員會第四次全體會議，于2025年10月20日至23日在北京舉行。

出席這次全會的有，中央委員168人，候補中央委員147人。中央紀律檢查委員會常務委員會委員和有關方面負責同志列席會議。黨的二十大代表中部分基層同志和專家學者也列席了會議。

全會由中央政治局主持。中央委員會總書記習近平作了重要講話。

全會聽取和討論了習近平受中央政治局委託所作的工作報告，審議通過了《中共中央關於制定國民經濟和社會發展第十五個五年規劃的建議》。習近平就《建議（討論稿）》向全會作了説明。

全會充分肯定黨的二十屆三中全會以來中央政治局的工作。一致認為，中央政治局認真落實黨的二十大和二十屆歷次全會精神，堅持穩中求進工作總基調，完整準確全面貫徹新發展理念，統籌推進“五位一體”總體佈局，協調推進“四個全面”戰略佈局，統籌國內國際兩個大局，統籌發展和安全，進一步全面深化改革，紮實推動高品質發展，推進社會主義民主法治建設，加強宣傳思想文化工作，切實抓好民生保障和生態環境保護，維護國家安全和社會穩定，開展深入貫徹中央八項規定精神學習教育、縱深推進全面從嚴治黨，加強國防和軍隊現代化建設，做好港澳工作和對臺工作，深入推進中國特色大國外交，推動經濟持續回升向好，“十四五”主要目標任務即將勝利完成。隆重紀念中國人民抗日戰爭暨世界反法西斯戰爭勝利80週年，極大振奮民族精神、激發愛國熱情、凝聚奮鬥力量。

全會高度評價“十四五”時期我國發展取得的重大成就。“十四五”時期我國發展歷程極不尋常、極不平凡。面對錯綜複雜的國際形勢和艱巨繁重的國內改革發展穩定任務，以習近平同志為核心的黨中央團結帶領全黨全國各族人民，迎難而上、砥礪前行，經受住世紀疫情嚴重衝擊，有效應對一系列重大風險挑戰，推動黨和國家事業取得新的重大成就。我國經濟實力、科技實力、綜合國力躍上新臺階，中國式現代化邁出新的堅實步伐，第二個百年奮鬥目標新征程實現良好開局。

全會指出，實現社會主義現代化是一個階梯式遞進、不斷發展進步的歷史過程，需要不懈努力、接續奮鬥。“十五五”時期是基本實現社會主義現代化夯實基礎、全面發力的關鍵時期，在基本實現社會主義現代化進程中具有承前啟後的重要地位。“十五五”時期我國發展環境面臨深刻複雜變化，我國發展處於戰略機遇和風險挑戰並存、不確定難預料因素增多的時期。我國經濟基礎穩、優勢多、韌性強、潛能大，長期向好的支撐條件和基本趨勢沒有變，中國特色社會主義制度優勢、超大規模市場優勢、完整産業體系優勢、豐富人才資源優勢更加彰顯。全黨要深刻領悟“兩個確立”的決定性意義，增強“四個意識”、堅定“四個自信”、做到“兩個維護”，保持戰略定力，增強必勝信心，積極識變應變求變，敢於鬥爭、善於鬥爭，勇於面對風高浪急甚至驚濤駭浪的重大考驗，以歷史主動精神克難關、戰風險、迎挑戰，集中力量辦好自己的事，續寫經濟快速發展和社會長期穩定兩大奇跡新篇章，奮力開創中國式現代化建設新局面。

全會強調，“十五五”時期經濟社會發展，必須堅持馬克思列寧主義、毛澤東思想、鄧小平理論、“三個代表”重要思想、科學發展觀，全面貫徹習近平新時代中國特色社會主義思想，深入貫徹黨的二十大和二十屆歷次全會精神，圍繞全面建成社會主義現代化強國、實現第二個百年奮鬥目標，以中國式現代化全面推進中華民族偉大復興，統籌推進“五位一體”總體佈局，協調推進“四個全面”戰略佈局，統籌國內國際兩個大局，完整準確全面貫徹新發展理念，加快構建新發展格局，堅持穩中求進工作總基調，堅持以經濟建設為中心，以推動高品質發展為主題，以改革創新為根本動力，以滿足人民日益增長的美好生活需要為根本目的，以全面從嚴治黨為根本保障，推動經濟實現質的有效提升和量的合理增長，推動人的全面發展、全體人民共同富裕邁出堅實步伐，確保基本實現社會主義現代化取得決定性進展。

全會指出，“十五五”時期經濟社會發展必須遵循以下原則，堅持黨的全面領導，堅持人民至上，堅持高品質發展，堅持全面深化改革，堅持有效市場和有為政府相結合，堅持統籌發展和安全。

全會提出了“十五五”時期經濟社會發展的主要目標：高品質發展取得顯著成效，科技自立自強水準大幅提高，進一步全面深化改革取得新突破，社會文明程度明顯提升，人民生活品質不斷提高，美麗中國建設取得新的重大進展，國家安全屏障更加鞏固。在此基礎上再奮鬥五年，到二〇三五年實現我國經濟實力、科技實力、國防實力、綜合國力和國際影響力大幅躍升，每人平均國內生産總值達到中等發達國家水準，人民生活更加幸福美好，基本實現社會主義現代化。

全會提出，建設現代化産業體系，鞏固壯大實體經濟根基。堅持把發展經濟的著力點放在實體經濟上，堅持智慧化、綠色化、融合化方向，加快建設製造強國、品質強國、航太強國、交通強國、網路強國，保持製造業合理比重，構建以先進製造業為骨幹的現代化産業體系。要優化提升傳統産業，培育壯大新興産業和未來産業，促進服務業優質高效發展，構建現代化基礎設施體系。

全會提出，加快高水準科技自立自強，引領發展新質生産力。抓住新一輪科技革命和産業變革歷史機遇，統籌教育強國、科技強國、人才強國建設，提升國家創新體系整體效能，全面增強自主創新能力，搶佔科技發展制高點，不斷催生新質生産力。要加強原始創新和關鍵核心技術攻關，推動科技創新和産業創新深度融合，一體推進教育科技人才發展，深入推進數字中國建設。

全會提出，建設強大國內市場，加快構建新發展格局。堅持擴大內需這個戰略基點，堅持惠民生和促消費、投資于物和投資於人緊密結合，以新需求引領新供給，以新供給創造新需求，促進消費和投資、供給和需求良性互動，增強國內大迴圈內生動力和可靠性。要大力提振消費，擴大有效投資，堅決破除阻礙全國統一大市場建設卡點堵點。

全會提出，加快構建高水準社會主義市場經濟體制，增強高品質發展動力。堅持和完善社會主義基本經濟制度，更好發揮經濟體制改革牽引作用，完善宏觀經濟治理體系，確保高品質發展行穩致遠。要充分激發各類經營主體活力，加快完善要素市場化配置體制機制，提升宏觀經濟治理效能。

全會提出，擴大高水準對外開放，開創合作共贏新局面。穩步擴大制度型開放，維護多邊貿易體制，拓展國際迴圈，以開放促改革促發展，與世界各國共用機遇、共同發展。要積極擴大自主開放，推動貿易創新發展，拓展雙向投資合作空間，高品質共建“一帶一路”。

全會提出，加快農業農村現代化，紮實推進鄉村全面振興。堅持把解決好“三農”問題作為全黨工作重中之重，促進城鄉融合發展，持續鞏固拓展脫貧攻堅成果，推動農村基本具備現代生活條件，加快建設農業強國。要提升農業綜合生産能力和品質效益，推進宜居宜業和美鄉村建設，提高強農惠農富農政策效能。

全會提出，優化區域經濟佈局，促進區域協調發展。發揮區域協調發展戰略、區域重大戰略、主體功能區戰略、新型城鎮化戰略疊加效應，優化重大生産力佈局，發揮重點區域增長極作用，構建優勢互補、高品質發展的區域經濟佈局和國土空間體系。要增強區域發展協調性，促進區域聯動發展，優化國土空間發展格局，深入推進以人為本的新型城鎮化，加強海洋開發利用保護。

全會提出，激發全民族文化創新創造活力，繁榮發展社會主義文化。堅持馬克思主義在意識形態領域的指導地位，植根博大精深的中華文明，順應資訊技術發展潮流，發展具有強大思想引領力、精神凝聚力、價值感召力、國際影響力的新時代中國特色社會主義文化，紮實推進文化強國建設。要弘揚和踐行社會主義核心價值觀，大力繁榮文化事業，加快發展文化産業，提升中華文明傳播力影響力。

全會提出，加大保障和改善民生力度，紮實推進全體人民共同富裕。堅持盡力而為、量力而行，加強普惠性、基礎性、兜底性民生建設，解決好人民群眾急難愁盼問題，暢通社會流動渠道，提高人民生活品質。要促進高品質充分就業，完善收入分配製度，辦好人民滿意的教育，健全社會保障體系，推動房地産高品質發展，加快建設健康中國，促進人口高品質發展，穩步推進基本公共服務均等化。

全會提出，加快經濟社會發展全面綠色轉型，建設美麗中國。牢固樹立和踐行綠水青山就是金山銀山的理念，以碳達峰碳中和為牽引，協同推進降碳、減污、擴綠、增長，築牢生態安全屏障，增強綠色發展動能。要持續深入推進污染防治攻堅和生態系統優化，加快建設新型能源體系，積極穩妥推進和實現碳達峰，加快形成綠色生産生活方式。

全會提出，推進國家安全體系和能力現代化，建設更高水準平安中國。堅定不移貫徹總體國家安全觀，走中國特色社會主義社會治理之路，確保社會生機勃勃又井然有序。要健全國家安全體系，加強重點領域國家安全能力建設，提高公共安全治理水準，完善社會治理體系。

全會提出，如期實現建軍一百年奮鬥目標，高品質推進國防和軍隊現代化。貫徹習近平強軍思想，貫徹新時代軍事戰略方針，堅持黨對人民軍隊絕對領導，貫徹軍委主席負責制，按照國防和軍隊現代化新“三步走”戰略，推進政治建軍、改革強軍、科技強軍、人才強軍、依法治軍，邊鬥爭、邊備戰、邊建設，加快機械化資訊化智慧化融合發展，提高捍衛國家主權、安全、發展利益戰略能力。要加快先進戰鬥力建設，推進軍事治理現代化，鞏固提高一體化國家戰略體系和能力。

全會強調，全黨全國各族人民團結起來為實現“十五五”規劃而奮鬥。堅持以黨的自我革命引領社會革命，持之以恒推進全面從嚴治黨，增強黨的政治領導力、思想引領力、群眾組織力、社會號召力，提高黨領導經濟社會發展能力和水準，為推進中國式現代化凝聚磅薄力量。要堅持和加強黨中央集中統一領導，推進社會主義民主法治建設，充分調動全社會投身中國式現代化建設的積極性主動性創造性。促進香港、澳門長期繁榮穩定，推動兩岸關係和平發展、推進祖國統一大業，推動構建人類命運共同體。

全會指出，學習好貫徹好全會精神是當前和今後一個時期全黨全國的重大政治任務。要通過各種方式，組織好全會精神的學習、宣講、宣傳，使全黨全社會領會好全會精神。要切實抓好全會精神的貫徹落實，堅定不移推動高品質發展，加快構建新發展格局，推動全體人民共同富裕邁出堅實步伐，更好統籌發展和安全，統籌推進經濟建設和各領域工作，為基本實現社會主義現代化夯實基礎。

全會強調，治國必先治黨，黨興才能國強。管黨治黨越有效，經濟社會發展的保障就越有力。必須以永遠在路上的堅韌和執著，持之以恒推進全面從嚴治黨，堅決把黨的自我革命要求落實到位，推進黨的作風建設常態化長效化，堅定不移開展反腐敗鬥爭，為實現“十五五”時期經濟社會發展目標提供堅強保證。

全會分析了當前形勢和任務，強調堅決實現全年經濟社會發展目標。要繼續精準落實黨中央決策部署，著力穩就業、穩企業、穩市場、穩預期，穩住經濟基本盤，鞏固拓展經濟回升向好勢頭。宏觀政策要持續發力、適時加力，落實好企業幫扶政策，深入實施提振消費專項行動，兜牢基層“三保”底線，積極穩妥化解地方政府債務風險。

全會指出，要切實抓好民生保障，多渠道挖掘潛力，加強穩崗促就業工作，促進重點群體穩定就業，加大欠薪整治力度，加強基本公共服務，解決好人民群眾急難愁盼問題。切實抓好災後恢復重建、受災群眾安置和生活保障工作，確保受災群眾溫暖過冬。

全會強調，要做好安全生産和維護穩定工作，壓緊壓實安全生産責任，嚴格落實各項監管制度，堅決防範和遏制重特大事故發生。強化食品藥品安全全鏈條監管。深入排查化解矛盾糾紛，加強社會治安整體防控，依法打擊各類違法犯罪。加強輿論引導，有效防範化解意識形態風險。

全會決定，增補張升民為中共中央軍事委員會副主席。

全會按照黨章規定，決定遞補中央委員會候補委員于會文、馬漢成、王健、王曦、王永紅、王庭凱、王新偉、韋韜、鄧亦武、鄧修明、盧紅為中央委員會委員。

全會審議並通過了中共中央紀律檢查委員會關於唐仁健、金湘軍、李石鬆、楊發森、朱芝松嚴重違紀違法問題的審查報告，審議並通過了中共中央軍事委員會關於何衛東、苗華、何宏軍、王秀斌、林向陽、秦樹桐、袁華智、王春寧、張鳳中嚴重違紀違法問題的審查報告，確認中央政治局之前作出的給予何衛東、苗華、唐仁健、金湘軍、何宏軍、王秀斌、林向陽、秦樹桐、袁華智、王春寧、李石鬆、楊發森、朱芝松、張鳳中開除黨籍的處分。

全會號召，全黨全軍全國各族人民要更加緊密地團結在以習近平同志為核心的黨中央周圍，為基本實現社會主義現代化而共同奮鬥，不斷開創以中國式現代化全面推進強國建設、民族復興偉業新局面。

CPC plenum concludes, adopting recommendations for China's 15th Five-Year Plan

BEIJING, Oct. 23 (Xinhua) -- The 20th Central Committee of the Communist Party of China (CPC) convened its fourth plenary session in Beijing from Monday to Thursday.

Participants at the session deliberated over and adopted the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for Economic and Social Development, according to a communique of the session released on Thursday.

The Political Bureau of the CPC Central Committee presided over the meeting. Xi Jinping, general secretary of the CPC Central Committee, delivered important addresses, according to the communique.

The participants heard and discussed a report presented by Xi on the work of the Political Bureau.

Xi also delivered explanatory remarks on the draft recommendations.

At the session, the CPC Central Committee fully affirmed the work of the Political Bureau since the third plenary session of the 20th CPC Central Committee.

China is now on the verge of accomplishing the major objectives and tasks of the 14th Five-Year Plan, according to the communique.

Participants at the session gave a highly positive assessment of China's major development achievements during the 14th Five-Year Plan period (2021-2025), which has marked a momentous and extraordinary period in the country's development.

The 15th Five-Year Plan period (2026-2030) will be critical as the country works to reinforce the foundations and push ahead on all fronts toward basically achieving socialist modernization by 2035, and it will thus serve as a key link between the past and the future, according to the communique.

At present, China remains in a phase of development where strategic opportunities exist alongside risks and challenges, while uncertainties and unforeseen factors are rising.

"All of us in the Party must acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era," said the communique.

At the session, the CPC Central Committee established the following guiding principles for economic and social development during the 15th Five-Year Plan period: upholding the Party's overall leadership; putting the people first; pursuing high-quality development; comprehensively deepening reform; promoting interplay between an efficient market and a well-functioning government; and ensuring both development and security.

The CPC Central Committee also set the following major objectives for the 15th Five-Year Plan period: significant advancements in high-quality development; substantial improvements in scientific and technological self-reliance and strength; fresh breakthroughs in further deepening reform comprehensively; notable cultural and ethical progress across society; further improvements in quality of life; major new strides in advancing the Beautiful China Initiative; and further advances in strengthening the national security shield.

China should build a modernized industrial system and reinforce the foundations of the real economy, said the communique.

The country should achieve greater self-reliance and strength in science and technology and steer the development of new quality productive forces.

It should build a robust domestic market and work faster to foster a new pattern of development, said the communique.

China should move faster to develop a high-standard socialist market economy and boost the momentum for high-quality development.

The country should promote high-standard opening up and create new horizons for mutually beneficial cooperation.

It should accelerate agricultural and rural modernization and take solid steps to advance all-around rural revitalization.

China should refine its regional economic layout and promote coordinated regional development, according to the communique.

The country should inspire the cultural creativity of the entire nation and foster a thriving socialist culture.

China should work harder to ensure and improve public well-being and promote prosperity for all, said the communique.

The country should accelerate the green transition across the board in an effort to build a Beautiful China.

It should modernize its national security system and capacity and advance the Peaceful China Initiative to a higher level.

China should work to achieve the centenary goals of the People's Liberation Army on schedule and modernize national defense and the armed forces, according to the communique.

The whole Party and all Chinese people should be united in a concerted endeavor to fulfill the 15th Five-Year Plan.

Studying and implementing the guiding principles from this plenary session represent a major political task for the entire Party and nation both at present and in the period to come.

"To run the country well, we must first run the Party well; only a Party that is thriving can make our country strong," said the communique.

Participants at the session carried out an analysis of the present situation and the tasks China faces. It was highlighted that the country must remain firmly focused on accomplishing this year's targets for economic and social development.

The session decided to add Zhang Shengmin as a vice chairman of the CPC Central Military Commission (CMC), according to the communique.

The session decided in accordance with the Party Constitution that empty seats on the Central Committee will be filled by alternate members Yu Huiwen, Ma Hancheng, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xiuming and Lu Hong.

The session deliberated over and adopted the inspection report of the CPC Central Commission for Discipline Inspection on grave violations of Party discipline and state laws by Tang Renjian, Jin Xiangjun, Li Shisong, Yang Fasen and Zhu Zhisong.

At the session, the CPC CMC's inspection report on grave violations of Party discipline and state laws involving He Weidong, Miao Hua, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning and Zhang Fengzhong was deliberated over and adopted.

The Political Bureau's previous decision to expel He Weidong, Miao Hua, Tang Renjian, Jin Xiangjun, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning, Li Shisong, Yang Fasen, Zhu Zhisong and Zhang Fengzhong from the Party was confirmed at the session.

At the session, a call was issued to the whole Party, the entire military, and Chinese people of all ethnic groups to rally more closely around the Party Central Committee with Xi at its core, work hard together toward the goal of basically realizing socialist modernization, and continue breaking new ground in the drive to build a great country and advance national rejuvenation on all fronts through Chinese modernization. ■
