十四屆全國人大三次會議在京閉幕

批准政府工作報告、全國人大常委會工作報告等

通過關於修改代表法的決定　習近平簽署主席令予以公佈

第十四屆全國人民代表大會第三次會議在圓滿完成各項議程後，11日下午在北京人民大會堂閉幕。大會批准政府工作報告、全國人大常委會工作報告等。大會通過關於修改全國人民代表大會和地方各級人民代表大會代表法的決定，國家主席習近平簽署第45號主席令予以公佈。

受大會主席團的委託，閉幕會由大會主席團常務主席、執行主席李鴻忠主持。大會主席團常務主席、執行主席王東明、肖捷、鄭建邦、丁仲禮、郝明金、蔡達峰、何維、武維華、鐵凝、彭清華、張慶偉、洛桑江村、雪克來提·扎克爾、劉奇在主席臺執行主席席就座。

習近平、李強、王滬寧、蔡奇、丁薛祥、李希、韓正和大會主席團成員在主席臺就座。

會議應出席代表2929人，出席2884人，缺席45人，出席人數符合法定人數。

下午3時，李鴻忠宣佈會議開始。

會議經表決，通過了十四屆全國人大三次會議關於政府工作報告的決議。決議指出，會議充分肯定國務院過去一年的工作，同意報告提出的2025年經濟社會發展的總體要求、政策取向和工作任務，決定批准這個報告。

會議經表決，通過了關於修改全國人民代表大會和地方各級人民代表大會代表法的決定。決定自2025年3月12日起施行。《中華人民共和國全國人民代表大會和地方各級人民代表大會代表法》根據決定作相應修改，重新公佈。

會議表決通過了十四屆全國人大三次會議關於2024年國民經濟和社會發展計劃執行情況與2025年國民經濟和社會發展計劃的決議，決定批准關於2024年國民經濟和社會發展計劃執行情況與2025年國民經濟和社會發展計劃草案的報告，批准2025年國民經濟和社會發展計劃；表決通過了十四屆全國人大三次會議關於2024年中央和地方預算執行情況與2025年中央和地方預算的決議，決定批准關於2024年中央和地方預算執行情況與2025年中央和地方預算草案的報告，批准2025年中央預算。

會議表決通過了十四屆全國人大三次會議關於全國人大常委會工作報告的決議。決議指出，會議充分肯定全國人大常委會過去一年的工作，同意報告提出的今後一年的任務，決定批准這個報告。

會議經表決，通過了十四屆全國人大三次會議關於最高人民法院工作報告的決議、關於最高人民檢察院工作報告的決議，決定批准這兩個報告。

隨後，李鴻忠作了講話。他説，十四屆全國人大三次會議圓滿完成了各項議程。會議充分發揚民主，嚴格依法辦事，明確了目標任務，傳遞了信心力量，是一次凝心聚力、真抓實幹、團結奮進的大會。今年是“十四五”規劃收官之年，改革發展穩定任務繁重。我們要在以習近平同志為核心的黨中央堅強領導下，堅持以習近平新時代中國特色社會主義思想為指導，全面貫徹落實黨的二十大和二十屆二中、三中全會精神，堅持穩中求進工作總基調，認真落實本次大會部署要求，堅定信心，真抓實幹，扎紮實實做好各項工作，高品質完成“十四五”規劃目標任務，為實現“十五五”良好開局打牢基礎。我們要堅持以人民為中心的發展思想，尊重人民首創精神，踐行全過程人民民主，凝聚廣大人民群眾智慧和力量，堅持一切為了人民、一切依靠人民，不斷滿足人民對美好生活的嚮往。我們要錨定強國建設、民族復興宏偉藍圖，堅定不移走中國特色社會主義道路，聚精會神辦好自己的事，一步一個腳印把既定的行動綱領、戰略決策、工作部署變為現實。讓我們更加緊密地團結在以習近平同志為核心的黨中央周圍，同心同德，求真務實，開拓進取，為以中國式現代化全面推進強國建設、民族復興偉業而不懈奮鬥。

下午3時30分，李鴻忠宣佈：中華人民共和國第十四屆全國人民代表大會第三次會議閉幕。大會在雄壯的國歌聲中結束。

在主席臺就座的還有：馬興瑞、王毅、尹力、石泰峰、劉國中、李幹傑、李書磊、何衛東、何立峰、張又俠、張國清、陳文清、陳吉寧、陳敏爾、袁家軍、黃坤明、劉金國、王小洪、吳政隆、諶貽琴、張軍、應勇、胡春華、沈躍躍、王勇、周強、何厚鏵、梁振英、巴特爾、蘇輝、邵鴻、高雲龍、陳武、穆虹、鹹輝、王東峰、姜信治、蔣作君、何報翔、王光謙、秦博勇、朱永新、楊震，以及中央軍委委員劉振立、張升民等。

中央和國家機關有關部門、解放軍有關單位和武警部隊、各人民團體有關負責人列席或旁聽了大會。

外國駐華使節旁聽了大會。
