《求是》雜誌發表習近平總書記重要文章《健全全面從嚴治黨體系》

2月16日出版的第4期《求是》雜誌將發表中共中央總書記、國家主席、中央軍委主席習近平的重要文章《健全全面從嚴治黨體系》。

文章指出，黨的十八大以來，我們堅定不移推進全面從嚴治黨，取得一系列理論創新、實踐創新、制度創新成果，構建起全面從嚴治黨體系，開闢了百年大黨自我革命新境界。同時也要看到，黨記憶體在的思想不純、組織不純、作風不純等突出問題尚未得到根本解決，反腐敗鬥爭形勢依然嚴峻複雜，而且新情況新問題不斷涌現，黨面臨的“四大考驗”、“四種危險”將長期存在。全面從嚴治黨永遠在路上，黨的自我革命永遠在路上。全黨必須永葆趕考的清醒和堅定，以健全全面從嚴治黨體系為有效途徑，不斷把新時代黨的建設新的偉大工程推向前進。

文章強調，新時代黨的建設是以黨的政治建設為統領、黨的各項建設同向發力綜合發力的系統工程，必須以黨中央關於黨的建設的重要思想、關於黨的自我革命的重要思想為根本遵循，堅持和加強黨的全面領導和黨中央集中統一領導，貫徹落實新時代黨的建設總要求，用系統思維、科學方法推進管黨治黨內容全涵蓋、對象全覆蓋、責任全鏈條、制度全貫通，進一步健全要素齊全、功能完備、科學規範、運作高效的全面從嚴治黨體系。

文章從5個方面對健全全面從嚴治黨體系作出部署。第一，健全上下貫通、執行有力的組織體系。黨的領導、管黨治黨各項工作要落到實處，黨的中央組織、地方組織、基層組織都必須堅強有力、順暢運轉。只有黨的組織體系嚴密起來，黨的各級組織政治功能和組織功能充分發揮出來，全面從嚴治黨才能持續向縱深推進。嚴密黨的組織體系，關鍵是堅持黨中央權威和集中統一領導，根本在做到“兩個維護”。第二，健全固本培元、凝心鑄魂的教育體系。掌握科學理論、夯實思想根基，全面從嚴治黨才有堅實支撐。必須抓好思想建設這個基礎，堅持不懈推進黨的創新理論武裝，持之以恒加強黨性教育，引導黨員、幹部把全面從嚴治黨戰略方針轉化為自覺行動。第三，健全精準發力、標本兼治的監管體系。推進全面從嚴治黨，重在真管真嚴，要在精準施治。要密切關注和分析研判黨情黨風新動向，堅持奔著問題去、對著根源治，既治標又治本，提高管黨治黨的精準性、實效性。第四，健全科學完備、有效管用的制度體系。全面從嚴治黨政治性、原則性強，必須有一套科學完備的制度來規範。制度建設要與管黨治黨需要相適應、與黨的各項建設相配套，全方位織密制度的籠子。同時，也要防止制度過於煩瑣、陷入“制度陷阱”。要加強系統整合，使各項制度成為有機整體。第五，健全主體明確、要求清晰的責任體系。全面從嚴治黨是全黨的共同責任，必須分層分類建立健全責任體系，以明確責任、壓實責任推動各級黨組織和廣大黨員、幹部知責、擔責、履責。

文章指出，健全全面從嚴治黨體系、深入推進全面從嚴治黨，中央政治局的同志要帶好頭、當表率，嚴於律己、嚴負其責、嚴管所轄，團結帶領全黨把黨治理好、建設強，為以中國式現代化全面推進強國建設、民族復興偉業提供堅強保障。

Xi's article on full, rigorous Party self-governance to be published

An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on improving the systems for exercising full and rigorous Party self-governance will be published on Sunday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's fourth issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

The whole Party must remain sober-minded and determined to continuously advance Party building in the new era by improving the systems for exercising full and rigorous self-governance, the article says.

It emphasizes that Party building in the new era is a systematic project with the enhancement of the Party's political building as the overarching task.

The article outlines plans to enhance the systems for exercising full and rigorous Party self-governance in five aspects.

The improved systems should include a well-connected and efficient organizational system, an education system that enables Party members to maintain firm ideals and convictions, and a supervision system that applies targeted measures and addresses both symptoms and root causes, according to the article.

A scientific, comprehensive and practical institutional system, and a clear and well-defined accountability system are also outlined in the article.
