8月3日，中共中央總書記習近平致電蘇林，祝賀他當選越南共産黨中央總書記。

習近平在賀電中説，欣悉你當選越南共産黨中央委員會總書記，我謹代表中國共産黨中央委員會，並以我個人名義，向你表示熱烈祝賀。

近年來，越南共産黨貫徹落實十三大決議精神，深入推進黨的自身建設，推動社會主義建設和革新開放事業取得新成就。我們相信，在越共中央堅強領導下，越南全黨和全國人民將勝利完成越共十三大提出的目標任務，穩步推進十四大籌備工作，朝著建黨建國“兩個一百年”目標不斷邁進。

Xi congratulates To Lam on election as general secretary of the Communist Party of Vietnam Central Committee

General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping on Saturday sent a message to To Lam, congratulating him on election as general secretary of the Communist Party of Vietnam (CPV) Central Committee.

In the congratulatory message, Xi said he was glad to learn that To Lam has been elected as general secretary of the CPV Central Committee, and would like to extend warm congratulations to To Lam on behalf of the CPC Central Committee and in his own name.

In recent years, the CPV has implemented the spirit of the resolution of the Party's 13th National Congress, vigorously promoted party building, and pushed for new achievements in the socialist construction and the country's cause of Doi Moi, Xi said.

Xi expressed the belief that under the strong leadership of the CPV Central Committee, the whole CPV and the people of Vietnam will successfully fulfill the goals and tasks set forth by the 13th National Congress of the CPV, steadily advance the preparation for the 14th National Congress of the CPV, and continue to march toward the goals set for the centenary of the CPV and the centenary of the country.

Noting that China and Vietnam are friendly socialist neighbors linked by mountains and rivers, Xi said that during his state visit to Vietnam last December, the two sides jointly announced the building of a China-Vietnam community with a shared future that carries strategic significance, opening up a new journey and a new chapter in the relations between the two parties as well as the two countries.

Xi said he stands ready to work with To Lam to guide the substantial development in building a China-Vietnam community with a shared future, jointly carry forward traditional friendship, consolidate mutual political trust, deepen strategic communication, and promote practical cooperation, so as to bring more benefits to the two peoples and make positive contributions to the cause of peace and progress of mankind.
