《求是》雜誌發表習近平總書記重要文章《加強和改進人民政協工作

全面發展協商民主》

新華社北京2月29日電　3月1日出版的第5期《求是》雜誌將發表中共中央總書記、國家主席、中央軍委主席習近平的重要文章《加強和改進人民政協工作　全面發展協商民主》。這是習近平總書記2013年2月至2023年6月期間有關重要論述的節錄。

文章指出，人民政協是中國共産黨把馬克思列寧主義統一戰線理論、政黨理論、民主政治理論同中國實際相結合的偉大成果，是中國共産黨領導各民主黨派、無黨派人士、人民團體和各族各界人士在政治制度上進行的偉大創造。在中國共産黨領導下，人民政協堅持團結和民主兩大主題，服務黨和國家中心任務，在建立新中國和社會主義革命、建設、改革各個歷史時期發揮了十分重要的作用。實踐證明，人民政協制度具有多方面的獨特優勢。

文章指出，黨的十八大以來，我們總結經驗，對人民政協工作提出了一系列新要求，主要有以下幾個方面。一是加強黨對人民政協工作的領導。二是準確把握人民政協性質定位。三是發揮好人民政協專門協商機構作用。四是堅持和完善我國新型政黨制度。五是廣泛凝聚人心和力量。六是聚焦黨和國家中心任務履職盡責。七是堅持人民政協為人民。八是以改革創新精神推進履職能力建設。新形勢下，我們必須把人民政協制度堅持好、把人民政協事業發展好，增強開展統一戰線工作的責任擔當，把更多的人團結在黨的周圍。

文章指出，中國共産黨領導的多黨合作和政治協商制度作為我國一項基本政治制度，是從中國土壤中生長出來的新型政黨制度。它不僅符合當代中國實際，而且符合中華民族一貫倡導的天下為公、相容並蓄、求同存異等優秀傳統文化，是對人類政治文明的重大貢獻。要堅持和完善中國共産黨領導的多黨合作和政治協商制度，堅持黨的領導、統一戰線、協商民主有機結合，堅持發揚民主和增進團結相互貫通、建言資政和凝聚共識雙向發力，發揮人民政協作為專門協商機構作用，加強制度化、規範化、程式化等功能建設。

文章強調，要全面發展協商民主。協商民主是實踐全過程人民民主的重要形式。人民政協在協商中促進廣泛團結、推進多黨合作、實踐人民民主，既秉承歷史傳統，又反映時代特徵，充分體現了我國社會主義民主有事多商量、遇事多商量、做事多商量的特點和優勢。要完善協商民主體系，統籌推進政黨協商、人大協商、政府協商、政協協商、人民團體協商、基層協商以及社會組織協商，健全各種制度化協商平臺，推進協商民主廣泛多層制度化發展。

Xi's article on strengthening, improving work of CPPCC to be published

BEIJING, Feb. 29 (Xinhua) -- An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on strengthening and improving the work of the Chinese People's Political Consultative Conference (CPPCC) and fully developing consultative democracy will be published on Friday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's fifth issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

The CPPCC is a great achievement of the CPC in combining the Marxist-Leninist theories of the united front, political parties, and democratic politics with the conditions in China, according to the article.

It adds that the CPPCC is an innovation in terms of political system involving political parties, prominent figures without party affiliation, people's organizations, and people from all walks of life and all ethnic groups under the leadership of the CPC.

The CPPCC has played a significant role in the founding of the People's Republic of China and in each historical period of socialist revolution, development and reform, the article notes.

It is imperative to adhere to the CPPCC system, champion the cause of the CPPCC, carry out the work related to the united front with a strong sense of responsibility, and unite more people around the Party, says the article.

The article stresses the importance of upholding and improving the system of CPC-led multiparty cooperation and political consultation and ensuring the integration of Party leadership, the united front, and consultative democracy.

It calls for giving play to the CPPCC's role as a specialized consultative body and improving its institutions, standards and procedures.

The article emphasizes the need to fully develop consultative democracy, which is an important way by which whole-process people's democracy is practiced.

Efforts should be made to improve the system of consultative democracy and improve various institutional consultative platforms to promote extensive, multilevel, and institutionalized development of consultative democracy, it says.

The article is a compilation of excerpts from Xi's important discourses on relevant topics from February 2013 to June 2023. ■
