我們黨要總攬全局、協調各方，堅持科學執政、民主執政、依法執政，完善黨的領導方式和執政方式，提高黨的執政能力和領導水準，不斷提高黨把方向、謀大局、定政策、促改革的能力和定力，確保改革開放這艘航船沿著正確航向破浪前行。

Our Party must exercise overall leadership and coordinate work in all areas. Its governance must be scientific, democratic and law-based. We must improve the way the Party exercises leadership and governance, improve the Party's ability to lead and govern, and strengthen the Party’s ability and resolve to chart our course, craft overall plans, design policy and promote reform. All these efforts must be directed to ensuring that reform and opening up is on the right course.

我們堅持加強黨的領導和尊重人民首創精神相結合，堅持“摸著石頭過河”和頂層設計相結合，堅持問題導向和目標導向相統一，堅持試點先行和全面推進相促進，既鼓勵大膽試、大膽闖，又堅持實事求是、善作善成，確保了改革開放行穩致遠。

To ensure sustained and steady progress of reform and opening up, we need to uphold Party leadership while respecting the people's creativity; we need to explore experiences, like crossing a river by feeling for stones, while enhancing top-level design; we need to adopt a problem-solving approach while sticking to our goal; we need to launch pilot programs while advancing reform on all fronts; we need to encourage bold experiment while being realistic and pragmatic.

著力解決人民群眾所需所急所盼

We should address people’s needs, concerns and expectations

既通過提出並貫徹正確的理論和路線方針政策帶領人民前進，又從人民實踐創造和發展要求中獲得前進動力，讓人民共用改革開放成果，激勵人民更加自覺地投身改革開放和社會主義現代化建設事業。

We need to formulate and implement the right theories, guidelines, principles and policies to lead the people forward, and at the same time draw impetus from people’s creativity and demands for development. We must ensure the people share the benefits of reform and opening up, and be motivated to engage in further reform and opening up and socialist modernization.

把改革重點放到解決實際問題上來

改革進行到今天，抓改革、抓落實的有利條件越來越多，改革的思想基礎、實踐基礎、制度基礎、民心基礎更加堅實，要投入更多精力、下更大氣力抓落實，加強領導，科學統籌，狠抓落實，把改革重點放到解決實際問題上來。

As we enjoy ever more favorable conditions for pursuing and implementing reform, and the theoretical, practical and institutional foundations of reform grow stronger, along with public support, we should concentrate more energy and make greater efforts to ensure effective implementation, improve leadership and coordination, and focus our reform on practical problems.

提高改革的思想自覺、政治自覺、行動自覺，迎難而上、攻堅克難，著力補短板、強弱項、激活力、抓落實，堅定不移破除利益固化的藩籬、破除妨礙發展的體制機制弊端。

We need to take a more proactive approach to reform in thinking, action, and political principles. We must brave problems and difficulties, concentrate on addressing inadequacies, shore up points of weakness, stimulate vitality, and ensure implementation. We must have the determination to break impediments of vested interests and remove all institutional barriers to development.
