《習近平談治國理政》第三卷生動記錄了黨的十九大以來習近平總書記在領導推進新時代治國理政實踐中發表的一系列重要論述，全面系統反映了習近平新時代中國特色社會主義思想，集中展示了馬克思主義中國化的最新成果。關於提高保障和改善民生水準，總書記這樣説：

The third volume of Xi Jinping: The Governance of China vividly records a series of important statements and speeches made by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, based on his experiences in state governance in the new era since the 19th CPC National Congress in 2017. It fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrates the latest achievements in the Sinicization of Marxism. As for the People's Wellbeing, General Secretary Xi said: 

——提高保障和改善民生水準 ，加強和創新社會治理

——Growing Better at Ensuring and Improving People's Wellbeing and Strengthening and Developing New Approaches to Social Governance

保障和改善民生要抓住人民最關心最直接最現實的利益問題，

As we work to ensure and improve people's wellbeing, we must focus on the most pressing, most immediate issues that concern the people the most. 

既盡力而為，又量力而行，一件事情接著一件事情辦，一年接著一年幹。

We will do everything in our capacity and work away,issue by issue, year in and year out. 

堅持人人盡責、人人享有，

We will see that everyone performs their duties and shares in the benefits.

堅守底線、突出重點、完善制度、引導預期，

We will see basic needs are met,prioritize key areas, improve institutions, and guide public expectations. 

完善公共服務體系，保障群眾基本生活，不斷滿足人民日益增長的美好生活需要，

We will improve public services, ensure people's basic quality of life, and keep up with people's ever-growing desire for a better life.

不斷促進社會公平正義，形成有效的社會治理、良好的社會秩序，

We will continue to promote social fairness and justice, develop effective social governance, and maintain public order. 

使人民獲得感、幸福感、安全感更加充實、更有保障、更可持續。

With this we should see that our people will always have a strong sense of fulfillment, happiness, and security.

that it is Chinese Communists' original aspiration and founding mission to seek happiness for the Chinese people and rejuvenate the Chinese nation. 

也是改革開放的初心和使命。

It is also why we started reform and opening up.

我們黨來自人民、紮根人民、造福人民，

Our Party comes from the people, has its roots among the people,and works for the benefit of the people. 

全心全意為人民服務是黨的根本宗旨，

Serving the people wholeheartedly is the fundamental purpose of the Party.

必須以最廣大人民根本利益為我們一切工作的根本出發點和落腳點，

Therefore, meeting the fundamental interests of all our people is the starting point and Ultimate goal of all our work.

堅持把人民擁護不擁護、贊成不贊成、高興不高興作為制定政策的依據，

Our policy- making should be based on what the people support, approve of and are content with.

順應民心、尊重民意、關注民情、致力民生，

We should jumpy with the people's aspirations, respect the people's opinions, be attentive to public sentiment, and be dedicated to improving peoples wellbeing. 

既通過提出並貫徹正確的理論和路線方針政策帶領人民前進，

We need to formulate and implement the right theories,guidelines, principles and policies to lead the people forward, 

又從人民實踐創造和發展要求中獲得前進動力，

and at the same time draw impetus from people's creativity and demands for development. 

讓人民共用改革開放成果，激勵人民更加自覺地投身改革開放和社會主義現代化建設事業。

We must ensure the people share the benefits of reform and opening up, and be motivated to engage in further reform and opening up and socialist modernization.
