The third volume of Xi Jinping: The Governance of China vividly records a series of important statements and speeches made by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, based on his experiences in state governance in the new era since the 19th CPC National Congress in 2017. It fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrates the latest achievements in the Sinicization of Marxism. As for high-Quality Development, General Secretary Xi said: 

保持定力，增強信心，集中精力辦好自己的事情，是我們應對各種風險挑戰的關鍵。

The key to coping with all kinds of risks and challenges lies in saying focused, enhancing confidence, and pooling efforts in manage our own affairs well. 

當前，我國經濟運作總體平穩、穩中有進，

Currently; our economy is growing steadily, while maintaining overall stability 

主要指標保持在合理區間。

and keeping major indicators within a reasonable range. 

同時，我國經濟發展的不確定性明顯上升，

At the same time, it is faced with increasing uncertainties, 

下行壓力有所加大，企業經營困難增多。

mounting downward pressure, and growing difficulties with business operation. 

這些都是前進中必然遇到的問題。

These are inevitable on our way forward.

面對困難挑戰，我們要看到有利條件，

We should be conscious of potential opportunities amidst the challenges we face, 

增強對我國經濟發展的必勝信心。

and have full confidence in our economic development.

we should create a better environment for the private sector by addressing their difficulties and supporting their reform.

We need to help the sector transform pressure into impetus, 

讓民營經濟創新源泉充分涌流，讓民營經濟創造活力充分迸發。

tap innovation as a lasting source of growth, and give full play to its creativity.

為此，要抓好6個方面政策舉措落實。

Therefore, it is imperative to implement the following six policy measures:

第一，減輕企業稅費負擔。

"first, taxes and fees on private enterprises should be reduced to effectively ease their burden. 

第二，解決民營企業融資難融資貴問題。

Second, measures should be taken to address the difficulties and high costs of finance for private enterprises.

第三，營造公平競爭環境。

Third, the playing field should be leveled. 

第四，完善政策執行方式。

Fourth, policy implementation should be improved. 

第五，構建親清新型政商關係。

Fifth, a new type of cordial and clean relationship between government and business should be established.

第六，保護企業家人身和財産安全。

Sixth, entrepreneurs' personal and property safety should be protected. 

希望廣大民營經濟人士加強自我學習、自我教育、自我提升。

I hope that these people can dedicate themselves to self study, self-development, and self-improvement.
