Preparing for worst-case scenarios is a way of thinking that attaches great importance to risk assessment and contingency planning. Since the 18th National Congress of the CPC in November 2012, General Secretary Xi Jinping has repeatedly advocated such an approach, and reiterated the importance of preparing for adversity while striving to achieve the best possible results, instead of glossing over problems and ignoring potential risks.
