"雙創"升級版有六大目標：第一，創新創業服務全面升級；第二，創業帶動就業能力明顯提升；第三，科技成果轉化應用能力顯著增強；第四，高品質創新創業集聚區不斷涌現；第五，大中小企業創新創業價值鏈有機融合；第六，國際國內創新創業資源深度融匯。

The State Council recently issued a document on promoting high-quality and upgraded mass entrepreneurship and innovation.
