北京時間11月3日，全球環境基金（GEF）“中國小水電增效擴容改造增值”項目指導委員會第一次會議及項目啟動會在杭州召開。會議宣佈，位於中國東、中、西8個省份的24座電站正式啟動實施全球環境基金（GEF）“中國小水電增效擴容改造增值”項目，浙江省有兩個項目入選。

The meeting announced that 24 power plants in China's eastern, central and western provinces have officially launched the Global Environment Facility (GEF) "China small hydropower synergistic, expansion, reconstruction, value-added" project, and two projects in Zhejiang were selected.

　　全球環境基金“中國小水電增效擴容改造增值”項目于2016年6月13日由全球環境基金理事會正式批准建議書，2017年7月完成了和聯合國工業發展組織的協議簽署。全球環境基金通過聯合國工業發展組織出資援助892.5萬美元，從中國“十三五”增效擴容改造電站重選取了雲南、廣西、陜西、重慶等8個省份的24座電站作為項目實施載體，對這些電站從環境、安全生産管理、技術設備等進行改造。改造後裝機增長23.7MW,新增發電量153，000MWh。項目由國家水利部、財政部的牽頭，由國際小水電中心負責實施。

The global environment fund "China small hydropower synergistic, expansion, reconstruction, value-added" project was formally approved by the Global Environment Fund Council on June 13, 2016 and the agreement signed with the United Nations industrial development organization was completed in July, 2017. The Global Environment Facility has contributed $89.25 million through the United Nations industrial development organization. Twenty-four hydropower stations that were remolded in eight provinces, including Yunnan, Guangxi, Shaanxi and Chongqing, have been selected as the carrier of the project from China's "13th five-year plan". And these stations are transformed from environment, safety production management, technical equipment and so on. After the renovation, the installed capacity increased by 23.7MW, with a new capacity of 153,000 MWh. The project is led by the Ministry of Water Resources and the Ministry of Finance. It is carried out by the International Small Hydropower Center.

　　“小水電是當今國際社會公認的清潔可再生能源。新中國成立以來，我國小水電發展取得了巨大的成就，但仍存在一些電站設備老化失修、資源利用效率低、安全隱患多等發展不平衡不充分等問題”，水利部有關負責人表示，要把增值項目建設成我國在小水電領域與聯合國工業發展組織合作的典範，同時及時總結經驗，帶動我國小水電可持續發展，為世界小水電發展貢獻中國智慧，提供中國方案。

However, there are still some problems such as the failure of some power station equipment aging, low efficiency of resource utilization, and the unbalance of security risks.” The head of the Ministry of Water Resources said that the value-added project should be built into a model of cooperation with the United Nations industrial development organization in the small hydropower sector. At the same time, we can sum up the experience in a timely manner, promote the sustainable development of small hydropower in China, and contribute to the development of small hydropower development in the world.
