中國網浪潮資訊 作者從首屆世界油商大會新聞發佈會了解到，為進一步擴大浙江自貿試驗區對外影響力，加快建設“國際大宗商品貿易自由化先導區和具有國際影響力的資源配置基地”，浙江省委省政府決定在9月17日至19日舉辦首屆世界油商大會（以下簡稱“油商大會”）。

Reporters learned from 1st World Oiler Congress press conference that, The People’s Government of Zhejiang Province decided to hold 1st World Oiler Congress (hereinafter referred to as Oiler Congress) to further expand influence of Zhejiang Pilot Free Trade Zone, speed construction of “international commodity trade liberalization pilot area and resource allocation base with international impact”.

　　油商大會將吸引沙特、科威特、俄羅斯、委內瑞拉等42個國家和地區的油品投資商、貿易商、交易商前來投資合作。此次油商大會聚焦“共商油品、共用機遇——油品全産業鏈投資便利和貿易自由”主題，契合中國“一帶一路”倡議，從分析全球石油格局變化趨勢，研究探討我國石油行業改革發展方向，針對浙江自貿試驗區發展的實際需求進行主旨演講、重大項目簽約、實地考察、4場平行論壇等具體安排。

Oiler Congress will attract oil product investors, merchants, and dealers from 42 countries and regions such as Saudi Arabia, Kuwait, Russia and Venezuela to come for investment and corporation. The Oiler Congress focuses on the theme of “Discussing Oil Product, Sharing Opportunities—investment facilitation and trade freedom of whole oil product production chain.”

　　浙江省人民政府副秘書長、首屆世界油商大會執委會常務副主任陳宗堯在新聞發佈會上説，通過油商大會，將讓“一帶一路”沿線國家及全世界石油巨頭了解以油品全産業鏈投資便利貿易自由化為核心的浙江自貿區建設的有關情況，進一步提升浙江自貿區的知名度和影響力，從而集聚更多的國際知名企業來自貿區投資合作。

Chen Zongyao, assistant secretary general of The People’s Government of Zhejiang Province and executive deputy director of 1st World Oiler Congress Executive Committee said at the press conference, Oiler Congress will make countries along “The Belt and Road” and world oil majors know relevant situation about Zhejiang Free Trade Zone construction with investment facilitation and trade freedom of whole oil product production chain as the core, further expand popularity and influence of Zhejiang Free Trade Zone. So that it will attract more world famous enterprises to come to free zone for investment and cooperation.

　　當前浙江正面臨著“一帶一路”倡議、長江經濟帶以及自貿試驗區建設等重大戰略機遇，為浙江能源領域的改革發展注入了新動能、拓展了新空間。特別是浙江自貿試驗區正在建設東北亞保稅燃料油加注中心，舟山市市長、浙江自貿區管委會常務副主任、大會執委會常務副主任溫暖告訴作者，通過油商大會對我們整個中國（浙江）自由貿易試驗區的保稅燃料油加注業務的擴大，來打造一個完備的國際海事服務基地。同時，也要吸引國際知名的供油企業集聚，增強國際的競爭力。

At present, Zhejiang is faced with “the Belt and Road” initiative, the Yangtze River Economic Zone, pilot free trade zone construction and other strategic opportunities. These input new energies into reform and development of Zhejiang energy field and expand new space. Especially Zhejiang Pilot Free Trade Zone is constructing Northeast Asia bonded fuel oil filling center. Wennuan, mayor of Zhoushan, executive deputy director of Zhejiang Free Trade Zone Management Committee and executive deputy director of 1st World Oiler Congress Executive Committee told reporters that create complete international maritime service base through the Oiler Congress which will broaden business of bonded fuel oil filling of the whole China (Zhejiang) pilot free trade zone. Meanwhile, it will attract cluster of world famous oil enterprises and strength international competition.

　　今年1月到8月，舟山口岸的保稅燃料油供應鏈已經達到了104.58萬噸，同比增長62.4%，其中跨關區的供油量達到39.74萬噸，同比增長139.2%。力爭到2020年整個供油量能達到500萬噸，遠期力爭能超過2000萬噸，在這個基礎上基本建成以保稅燃料油供應服務為核心，外文供應服務、特色航運交易、船舶融資租賃和海事延伸服務全面發展的國際海事服務基地。

From January to August this year, bonded fuel oil supply chain of Zhoushan port has been 1,045.8 thousand tons with year on year growth of 62.4%. Fuel supply quantity of cross custom area was up to 397.4 thousand tons with year on year growth of 139.2%. It will strive for 5 million tons of fuel supply quantity in 2020 and over 20 million tons forwards. On this basis, basically completed international maritime service base with bonded fuel oil supply service as the core and develop in an all-around way likes supply service with foreign language, special shipping exchange, ship financing leasing and maritime extended service.

　　石油領域國際一流企業首次集聚非産油省份的浙江，最重要原因是，中國是原油石油消費大國，也是進口大國。這個市場吸引了國際油商集聚浙江共商油品、共用機遇。

The most important reason why world class enterprises in oil sector gather in the non oil producing province- Zhejiang for the first time is that China is consumer power and importing country of crude petroleum and petroleum. The market attracts international oilers to gather in Zhejiang discussing oil product and sharing opportunities together.
