中國網浪潮資訊 9月11日,浙江省副省長高興夫代表浙江省政府與組成的民營資本聯合體的復星商業等8家企業簽署杭紹臺鐵路PPP項目(或簡稱“杭紹臺高鐵項目”)投資合同。這意味著民營資本在中國鐵路投融資領域首次實現控股地位。杭紹臺的建成也意味著杭州至台州最快需要1小時到達。
On September 11th, Gao Xingfu, vice governor of Zhejiang Province represents the Zhejiang provincial government and the the private capital consortium composed of 8 Enterprises, such as Fosun, to sign the investment contract of the Hangzhou-Shaoxing-Taizhou railway PPP project (or "Hangzhou-Shaoxing-Taizhou high-speed railway project"). This means that private capital will achieve a controlling position for the first time in China railway investment and financing. It’s completion also means that Hangzhou to Taizhou will take 1 hours to arrive at the fastest speed.

據了解,杭紹臺鐵路是一條集路網、城際、旅遊及沿線經濟開發功能為一體的客運專線鐵路。從杭州東站出發,途經紹興北站、東關站、三界站、嵊州新昌站、天臺站、臨海站、台州中心站及溫嶺站,全長269公里,線路速度目標值350公里每小時,項目總投資約448.9億元。
It is known that the Hangzhou-Shaoxing-Taizhou railway is Passenger Dedicated Line. It integrates road network, intercity, tourism and economic development function along the line. It is 269 kilometers from Hangzhou East Railway Station, through Shaoxingbei Railway Station, Dongguan Railway Station, Sanjie Railway Station, Shengzhou Xinchang Railway Station, Tendai Railway Station, Linhai Railway Station, Taizhou Central Railway Station and Wenling Railway Station. The speed target of the line is 350 kilometers per hour, and the total investment of the project is about 44.89 billion yuan.
杭紹臺鐵路是國家首批引入社會資本的8個鐵路示範項目之一,也是中國首條民營資本控股的高鐵PPP項目。項目採用BOOT(建設-擁有-運營-移交)運作模式,由政府方授權項目公司負責本項目的投資、建設、運營、維護、移交等工作,並獲取合理回報,運營期為30年、建設期為4年,合作期滿後項目公司將全部項目資産無償移交給政府方。
The Hangzhou-Shaoxing-Taizhou railway is one of the first eight railway demonstration projects to introduce social capital in China. It is also the first high-speed rail PPP project controlled by private capital in China. The project adopts BOOT (Build-Ownership-Operation-Transfer) operation mode, which is authorized by the government, and the item company is responsible for the investment, construction, operation, maintenance and transfer of the project, and obtains reasonable returns. The operation period is 30 years and the construction period is 4 years. After the expiration of the cooperation, the item company handed over all the project assets to the government free of charge.
杭紹臺鐵路作為浙江省的骨幹通道,對填補杭州都市圈與溫臺城市群之間的對角區域路網空白,完善路網佈局,實現嵊州、新昌、天臺“半小時達杭州”,台州至杭州實現“1小時交通圈”。
As the backbone channel of zhejiang province, Hangzhou-Shaoxing-Taizhou railway fills the road network gap of diagonal area between Hangzhou metropolitan area and Wenzhou urban agglomeration, improving layout of road network. It achieve half an hour to Hangzhou from Shengzhou, Xinchang, Tiantai, the "one-hour traffic circle" between Taizhou and Hangzhou.
現在從杭州火車東站到台州,最快的一趟高鐵是1小時45分鐘,最慢的一趟,則需要2小時25分。杭紹臺高鐵到2020年底前建成通車,將實現台州市區與杭州的高鐵“1小時交通圈”。同時,新昌、天臺等地也將結束不通高鐵的歷史。
Now from Hangzhou East Railway Station to Taizhou, the fastest train is one hour and 45 minutes, and the slowest one is two hours and 25 minutes. The Hangzhou-Shaoxing-Taizhou railway will be completed by the end of 2020, and will realize the "one-hour traffic circle" between Urban Districts of Taizhou and Hangzhou. At the same time, Xinchang, Tiantai and other places will also end the history of no high-speed rail.
