中國網浪潮資訊 中國首個與國際接軌的國際航行船舶保稅燃油供應行業規範《中國（浙江）自由貿易試驗區國際航行船舶保稅燃油供應業務操作規範辨識説明》于北京時間7月28日向社會公佈。此説明是受中國浙江自貿區舟山港綜合保稅區管委會委託，由中國石油流通協會船用油業委員負責（牽頭）組織編制，並於今年2月份正式啟動，內容共計十個章節的業務操作規範及14個附錄，涉及通訊油品、安全、防污染以及説明書等相關文件方面。此舉將大大推進自貿區油品供應業務的發展。

CNCAO NEWS  Chinsese first Operation conditions of bonded and fuel supply business for International ship which called “Operation conditions of bonded and fuel supply business for International ship of Zhejiang pilot Free trade zone” was published on July 28 .This policy was set to work since February this year, under the commission from Zhoushan port comprehensive bonded zone in free trade zone of Zhejiang China and organized by Marine oil industry Commissioner of China Petroleum Circulation Assocaition. It concluding operation conditions in 10 chapters and 14 of appendix which involving the quality , security , anti-pollution and instruction of fuel. This action will greatly promote the development of oil supply business of free trade zoo.

　　浙江自貿區於今年北京時間4月1日掛牌，前期主要任務是探索油品全産業鏈的投資便利化和貿易自由化、打造東北亞保稅燃油供應中心的目標。今年6月上旬，自貿區首次頒發授權後的4家新增企業資質證書，與此同時，自貿區管委會未雨綢繆，著手制訂行業規範。

Zhejiang free trade zoo was listed in April 1, and the main missions in early period are facilitation and liberalization of trade in order to make a bonded fuel supply center of Northeast Asia. 4 of new enterprises have been issued qualification certificates In early June this year, at the same time, the Management Committee of free trade zoo gone ahead with operation conditions.

　　作為地方標準，《國際航行船舶保稅燃油供應業務操作規範》已獲得國內燃供企業普遍一致的認可，下步要申報成為國家的行業標準。

Operation conditions of bonded and fuel supply business for International ship have been accepted as a local standards by domestic fuel enterprises then it will be declared as a national industry standard.
