浙江擴大海外工程師招聘計劃 鼓勵引進“洋專家”

  中國網浪潮資訊 近日,作者從浙江省外國專家局了解到,浙江將擴大海外工程師引進計劃,引領本地企業開展全球戰略,引進亟需的“高精尖”外籍專家及工程師。

CNCAO NEWS  Reporters recently learned from Zhejiang Administration of Foreign Experts Affairs that Zhejiang will scale up its recruitment program of global engineers to encourage and guide local enterprises in developing global strategies for recruiting international experts and engineers most needed in Zhejiang.

  獲悉,浙江省為支援省級重點企業研究院引進外國優秀人才,“海外工程師”計劃從2013年開始實施,之前主要面向省級重點企業引進外國優秀人才。但由於實施範圍僅限于省級重點企業研究院,引領作用仍較為有限。日前浙江省已出臺辦法,將實施範圍擴大到在浙江省內註冊、納稅,且總部在浙江的中資及中外合資企業。

It is learned that Zhejiang launched the recruitment program of global engineers in 2013 to support research institutes at provincially-leading enterprises. Given that the program empowers such research institutes, its guidance remains fairly limited. Revised measures enforced lately have extended the program to reach Chinese-funded enterprises as well as Chinese-foreign joint ventures that are registered and headquartered in Zhejiang Province and pay taxes to local administrations.

  根據相關辦法,凡企業引進在國外從事工程、技術和(或)管理工作,掌握關鍵、核心技術或工藝的外籍工程類高層次人才,聘用時間不少於1年,每年在該企業工作時間累計不少於兩個月,年薪在50萬元人民幣及以上的,給予所聘企業20萬元資助。資金由浙江省級財政和市縣財政各負擔50%,5年內對引進同一位海外工程師的企業資助不超過2次。同時,鼓勵各地加大力度資助引進頂尖海外工程師的企業。

In accordance with relevant measures, a subsidy of 200,000 yuan shall be granted to the employer for recruiting one high-level foreign expert who has assumed engineering, technical and/or managerial responsibilities and also has access to key and/or core technologies or know-how, providing the foreign expert is subject to a contract no less than 12 months and working at the local company no less than 2 months in total every year and is paid at least 500,000 yuan annually. The subsidy granted to the employer shall be co-funded by provincial budget (50%) and municipal/county-level budgets (50%). Where the same foreign engineer is employed by the same local enterprise within the period of 5 years, the employer is granted no more than two subsidies. Meanwhile, local governments will do well to redouble their efforts in subsiding enterprises in Zhejiang to recruit top-notch global engineers.

  據浙江省外國專家局負責人介紹,擴大“海外工程師”引進計劃將充分發揮財政資金的撬動作用,堅持市場導向,在設置資助條件時將人才評價話語權交給市場,不搞評審,把人才享受的薪酬待遇、創造的市場價值等作為人才評價的重要依據。

According to executives at Zhejiang Administration of Foreign Experts Affairs, the extension of the program aims at giving full play to the leverage of government funds. In implementing the program, it is important to follow the market-oriented approach. More specifically, qualifications for subsidy are subject to the market instead of results from guided review or evaluation; payments and packages for recruited experts and the market value that they create shall be taken as the major indicators for their performance evaluation.
