中國網浪潮資訊 北京時間7月5日，浙江正式出梅。回首今年梅汛期，浙江省前後遭受了三輪大面積持續強降雨，錢塘江流域更是發生了新中國成立以來第二大洪水。

CNCAO NEWS  On July 5 Beijing time, Zhejiang was out of plum rain season in due form. Looking back on this year's plum flood season, Zhejiang suffered from three waves of extensive continuous heavy rainfall while the second deluge occurred in the Qiantang River area since the founding of the P.R. China.

　　連續的強降雨使得多地局部發生小流域山洪地質災害。面對險情，浙江省各級防汛部門變被動抗災為主動防災，利用智慧化的大數據分析減災，從注重災後救助向注重災前預防轉變，使得水利設施的作用得以充分發揮。

The heavy rain brought about small watershed mountain floods and geological disasters in many places. Flood control departments at all levels changed from passive disaster fighting to active disaster prevention, with the intelligentized big data to analyze disaster reduction, thus transferring focus from post-disaster relief to pre-disaster prevention, which gave full play to the water conservancy facilities.

　　智慧化預報預警的背後，是浙江省水利部門打造的一個巨大的數據收集系統。2011年以來，該省陸續開展了水文監測站網優化、水情數據中心建設、網格化預警、水文預報共用平臺建設等工作。龐大的監測數據通過短信或移動APP進行網格化預警，在防禦自然災害的關鍵時刻發揮了至關重要的作用。

Behind the intelligent forecasting and warning, it is a huge data collection system created by Zhejiang Water Conservancy Department. Since 2011 Zhejiang has successively carried out the optimization of hydrological monitoring station network, hydrological data center construction, grid early warning and construction of hydrological forecast sharing platform. The grid warning of huge monitoring data can be carried out through SMS or mobile APP, which has played a crucial role in the critical time of natural disaster prevention.
