“土地證、房産證合成一張了。”6月1日上午9時多，在杭州市民中心，宋女士拿到了杭州市發放的第一張不動産權證書。

　　自此，杭州市不動産統一登記工作全面實施。不動産統一登記，是將原來分散在多個部門的土地、房屋、林地、承包經營權等不動産的登記職責，統一整合到國土資源部門。通俗説，就是每處不動産，都有了全國唯一編碼的“身份證”。這是一件大事，標誌著《物權法》全面貫徹落實。

　　大家最關心的問題，就屬“不動産統一登記是為房産稅鋪路”這種説法了。杭州市國土資源局不動産登記局局長王斌告訴作者:“國家實施不動産統一登記的出發點，不是為了交稅。”王斌説:“實施不動産統一登記，是黨中央、國務院的一項重大改革舉措。不動産登記由一個部門來辦理。這樣方便了老百姓辦事，不用多頭跑，幾本證合成一本，登記的權利更加完整、更加準確。”

The statement of "real estate unified register is paving the way for property tax" may be the question people concerned most. Wang Bin, Director of real estate registration bureau of Hangzhou municipal Bureau of land and resources told reporters: the starting point of real estate unified registration is not to pay taxes. Wang Bin said that implementation of the unified registration of real estate, is a major reform measure by the Party Central Committee and the State Council. To have real estate registration handled by one department can facilitate people by compounding several certificates into one, which makes the registration rights more complete and accurate.

　　除了提高辦事效率方便百姓外，保障不動産交易安全、保障百姓的合法財産權益，也是統一登記的目的之一。
