國務院總理李克強近日主持召開國務院常務會議，決定深化“先照後證”改革開展“證照分離”試點，著力緩解辦證難，激發“雙創”活力。
Recently, Li Keqiang, Prime Minister of the State Council, chaired a State Council executive meeting which decided to deepen reformation of “license after permission” and make experiment for “separating of license and permission”. And goals of it are remitting difficulty of transact permission and motivate vigor of creating.
深化“先照後證”改革，推進“證照分離”，聚焦加快破解辦證難，是深入推進簡政放權、放管結合、優化服務的重要舉措，有利於營造更加寬鬆、便利和法治化的營商環境，激發全社會創業創新活力，進一步轉變政府職能，提高政府效能。
Deepen reformation of “license after permission”, promote “separating of license and permission”, and focus on solving difficulty of transact permission, are important measures to deeply push streamline administration and institute decentralization, combination of lessening and managing, and optimize service, which are beneficial to operate wider, more convenient and legal surroundings for business, stimulate creativity of the society’s creativity, transform functions of government and improve efficiency of government.
據悉，國務院將選取一批與企業經營活動密切相關、審批頻次較高的許可事項，在上海浦東新區開展“證照分離”改革試點。在制度上實現辦證精簡提速。
It is known that the State Council will choose some admission affairs which are closely related to management activities of enterprises and more frequent to examine and approve, and carry out reformation experiment of “separating of license and permission” in Pudong district, Shanghai, and realize simplify and speed up of certificate handling in policies.
同時，按照放管結合原則，對涉及公共安全、環境保護及直接關係群眾生命財産安全等特定活動的食品生産許可、危險化學品經營許可證核發等許可事項，強化市場準入管理和風險防控，以更有效地“管”促進更有力地“放”。
In the meantime, according to principle of combination of lessening and managing, licensing items such as production licenses which interfere with public security, environment protecting, special food-product activities related to people’s security of life and fortune, and management of dangerous chemicals, it is important for them to strengthen management of market access and risk controlling, to advance powerful lessening by effective managing.
國務院要求，要建立登記註冊、行政審批、行業主管相互銜接的綜合監管機制，強化誠信自律和社會監督，抓緊探索可複製、可推廣的經驗。用有力有序的改革舉措便利大眾創業、萬眾創新，更好服務社會和人民群眾。
The State Council demanded that it is necessary to establish comprehensive supervision mechanism with engagement of registration, executive approve and industry management, strengthen self-discipline and social supervision, pay close attention to explore experiences which can be copied and popularize. Using powerful and ordered reformation measurements to make creating of the public more convenient, and serve society and citizens better.
