Chengdu Eastern New Area topped a list of the 100 urban new areas with the most development potential(2022)released by the Research Institute of the China Center for Information Industry Development(CCID)late last year.
The institute constructed a development potential index evaluation system from the five dimensions of new industry,new technology,new business form,new space and new model,and evaluated and screened new urban areas at and below the provincial level.The Chengdu Eastern New Area was the most competitive in creating job and providing new development space,according to the institute.
The reason why Chengdu Eastern New Area could stand out among the new urban areas in China is that it is located in the core city of the national strategy to construct the Chengdu-Chongqing twin city economic circle,and the new area helps Chengdu accelerate its integration into the regional development pattern,the institute said.
The Eastern New Area of Chengdu,as an important pivot to the twin city economic circle,functions as a key part of Chengdu where enterprises,capital and talents,particularly in the high-end manufacturing and emerging industries,can relocate.
Thanks to the support of Chengdu and Sichuan province,the Eastern New Area of Chengdu kept a good momentum of high-quality development last year.By the third quarter of 2022,357 key projects have been implemented in the new area,with a total investment of 576.05 billion yuan($83.66 billion).
Researchers of the institute suggested that the new area can form complete industry chains,further enhance its competitiveness in technology,funds and talents and strengthen cooperation with key institutes in Chengdu so that more research findings can be industrialized first in the new area.

賽迪研究院“城市新區發展潛力百強（2022）”榜單揭曉！
12月22日，賽迪研究院“城市新區發展潛力百強（2022）”榜單出爐。成都東部新區位居榜首，蟬聯全國第一。
這個榜單是如何出爐的？成都東部新區憑什麼能蟬聯全國第一？記者第一時間採訪了賽迪顧問城市經濟研究中心副主任張瀟瀟。
五個緯度 重在潛力
賽迪研究院在榜單解讀中明確表示，賽迪顧問城市經濟研究中心依託城市新區數據庫，結合五大發展理念及高品質發展的總體要求，從新産業、新技術、新業態、新空間、新模式五個維度構建了“五新”發展潛力指標評價體系，對省級及以下新區進行了評估篩選，推出“城市新區發展潛力百強（2022）”。
“此項評價重在突出新區發展潛力，聚焦新區未來。”張瀟瀟表示，成都東部新區能在全國城市新區中脫穎而出，力壓東部地區城市新區問鼎榜單，與其“位於成渝地區雙城經濟圈建設國家戰略的核心城市，正在發揮‘聯動主城、輻射周邊’的作用，助力所在城市加快融入區域發展格局”密不可分。
成都東部新區是成渝地區雙城經濟圈和成都都市圈建設的重要支點，戰略地位突出，具有承接核心城市功能和發展要素外溢、聯動周邊區域支撐成渝中部崛起的區位優勢。2022年，成都東部新區獲四川省、成都市的支援力度不減，獲大項目、大企業的關注不減，保持了穩定的高品質發展的態勢。
張瀟瀟提到，從“五新”發展潛力指標評價體系來看，成都東部新區在新産業、新空間兩個維度上的表現較為突出。

産業方面，當前成都市正大力實施産業“建圈強鏈”，推動“製造強市建設”，加快建設國家製造業高品質發展示範區，成都東部新區已成為成都先進製造業重要承載地和戰略拓展區，擁有廣闊的産業承載空間。同時，隨著天府國際機場潛力的釋放，成都東部新區將更好地以臨空經濟為特徵、以先進製造業為根基，聚力發展臨空核心産業、創新發展先進製造業、融合發展臨空延伸産業，構建具有鮮明特色、梯次發展、協同佈局的高品質現代化産業體系。
空間方面，城市新區是城市拓展發展空間、提升發展能級的重要陣地，是決定城市未來競爭地位的關鍵支撐。張瀟瀟認為，作為成都融入國家戰略、重塑經濟地理的新陣地，成都東部新區在打通城市區域脈絡、激發城市發展活力、助力城市迭代升級中的作用愈發凸顯。
蟬聯榜首 新城崛起
成都東部新區成立以來，在市委市政府的堅強領導下，積極搶抓成渝地區雙城經濟圈建設、公園城市示範區建設、成都都市圈建設、天府國際機場投運等重大戰略歷史機遇，著力在産業發展、開放合作、生態文明、城鄉融合、公共服務等領域先行先試、率先突破，城市形態逐步顯現，城市功能逐步完善，承載能力顯著增強，産業發展轉段發力，各項工作取得了初步成效。

截至2022年第三季度，成都東部新區地區生産總值增幅居全市第5位；累計實施重點項目357個，總投資5760.5億元；工業投資增速躍升至全市第一；累計引進重大産業化項目重大産業項目95個，總投資約2850億元；累計新登記市場主體7500戶，年均增速44%，居全市前列；農村居民可支配收入較新區成立時增長10.4%，年均增速居全市第2位，發展動力實現由基礎設施投資拉動向産業支撐帶動轉變，城市面貌實現由拓荒起步向新城崛起轉變。
“與2021年榜單相比，前三名中，僅有成都東部新區的排名未變，蟬聯榜首，確實比較難得。”結合數據，張瀟瀟也對成都東部新區提出建議，“在保持高品質發展潛力的過程中，成都東部新區産業應儘快形成‘鏈條式’的發展態勢，不斷完善技術、資金、人才等要素，把科技創新作為新區産業發展理念的支點，加強與成都重點研究院所的合作，打造科技成果轉移轉化承載區，為城市高品質發展持續注入澎湃動能！”（杜燦）
