*1962年生於山東濱州
*1968年入濱州第一小學讀書，期間對繪畫産生興趣。
*1973年入北鎮中學讀書，次年隨本校趙紫林老師開始學習速寫、素描。
*1978年入濱州地區圖書館工作
*1979年考入曲阜師範大學美術系 *1982年畢業考察時獨自赴上海 ，對外灘建築群及都市景觀産生興趣 並畫了上海景觀速寫系列
* 1983年畢業後入濱州地區藝術館工作
* 1983至1988年開始進行油畫創作、期間創作《暖橋》、《村口》、《陣風》、《抽油機》等作品
*1988年入原浙江美術學院油畫係進修。 1989年《憶沂蒙》入選第七屆全國美展。
*1990年入濱州畫院工作，期間主要從事美術活動的組織與事務性工作 1994年《臘月的晴日》入選第八屆全國美展。 *1995被評為二級美術師，同年8月年調入蘇州絲綢工學院工作（次年改為蘇州大學藝術學院）開始蘇州水鄉風景題材的創作 1998年轉評為副教授 1999年《陽光水鄉》獲第九屆全國美展優秀獎 *2000年創作水鄉作品系列。
*2002年，創作題材由水鄉系列開始轉入老上海都市題材的創作， 2003年，先後創作了《十里洋場》第一稿與第二稿，第二稿《十里洋場》參加第三屆中國油畫展精選作品展。
《世紀的回眸》獲首屆中國粉畫展銀獎
*2004年，繼續延伸創作了上海都市題材的《信號臺》、《有軌電車》等作品，《信號臺》獲第十一屆全國美展銅獎，中國美術館收藏。
*2005年，創作了以表現碼頭、船舶題材的《碼頭》、《海灘》、《遊艇》、《巡洋艦》等作品。 2006年，《碼頭》參加了“精神與品格-------中國寫實油畫研究展，並被“北京國子監油畫博物館收藏；《風雲十六鋪》參加百家金陵油畫展，出任蘇州大學藝術學院基礎部主任。
*2007年重點創作了表現船舶題材的《船系列》作品，參加在上海、南京舉辦的“走向本體-----江蘇油畫邀請展。《甬江碼頭》參加中韓油畫邀請展《海灘》參加在中國美術館舉辦的“文化江南------長三角油畫邀請展”並被中國美術館收藏。
*2008年 晉陞為教授，創作《商船》《巡邏艇》等作品，《陸巷碼頭》參加“中國油畫寫生作品匯展”，《巡邏艇》參加“拓展與融合---中國現代油畫研究展”，並刊于《中國油畫》對本展覽介紹的首頁。
*2009年創作《海景房》《三江師範》《金陵機器製造局》等作品，九月赴山東濱州參加啟蒙老師趙紫林美術館開館儀式《藝術界》封二作連續刊載介紹《致遠艦》參加第十一屆全國美展並獲提名獎。
*2010年 正式調入南京藝術學院油畫係工作，出任油畫系主任。

*2011年 1月赴越南南部考察寫生 3月在江蘇鳳凰藝都舉辦“張新權油畫作品展”
4月《藩切寫生》等3件作品參加鳳凰藝都-越南寫生作品展
5月《泊》等10余件作品參加在南京舉辦的“三人油畫展”
6月《姑蘇雙塔》等6件作品參加在南京諸子美術館舉辦的
“南京藝術學院小幅油畫精品展”
7月赴德國、瑞典、丹麥等國家考察 8月《商船》等十余件作品參加題為“靜默的詩意----范勃、任傳文、張新權、戴平均4人作品巡展”在上海油雕院美術館和9月在北京798燦藝術中心的展出。
