“最多跑一次”同樣存在“最後一公里”的問題。近日，在浙江“最多跑一次”改革研討會塈公共政策沙龍上，浙江省資訊化與經濟社會發展研究中心首席專家卓勇良在發言中提及，身邊一位朋友有一輛按揭貸款早已還完的車，拿著銀行單據及相應證件，去車管所辦理抵押登記登出。結果，先後在不同部門和機構間跑了11次，耗時5個工作日才辦成。

The reform in Zhejiang, whose request is "run-once-most-again" meaning that doing all the work for reformation once more is the most, the exists the problem in the final process, called the "last-one-mile"issue. Recently, in the seminar discussing the "run-once-most-again" reformation along with the salon of public policy, Zhuo Yongliang, the chief expert in Center of Studying Informatization and Development ofEconomic Society of Zhejiang Province, mentioned that one of his friends had difficulty in cancelling the mortgage registration for his car that he hadalready paid off for. With all the bills of banks and relevant documentation, it still took him as many as five days to get everything done by revolving in differnent departments and institutions.

　　卓勇良表示，從這個事例可以看出，政府治理體系在提升效能、方便群眾、降低企業交易和社會運作的制度性成本方面依然還有不小的空間，這一變革道路上也存在“最後一公里”現象。

According to Zhuo, this case greatly indicates how better our administrative system could be, especially in improving efficacy, offering more convenient services for the masses, decreasing trades among entreprises and the cost of providing a smooth system for running the society. Besides, there is also the phenomenon of the "last-one-mile" issue in the road to restructuring.

　　浙江大學公共管理學院政治學系主任、教授郎友興認為，這一問題，主要是從中央到地方各項政策如何落地的問題，這是執行決策的關鍵問題。

Lang Youxing, the dean and professor of School of Public Policy and Management in Zhejiang University, holds the view that this issue, which is mainly about how to fix each policy in advance from the central government to the local, is sorely crucial in implement.

　　浙江省發展規劃研究院首席研究員秦詩立建議，“最多跑一次”改革應建立一個問責機制。浙江省委黨校調研員、編審金國娟也認為，事中、事後的監管要考慮科學地配置力量、設置流程。

Qin Shili, the chief boffin of Development Programme Institution of Zhejiang Province, suggests that it should be built up a accountability mechanism for run-once-most-again" reform, which was approved by Jin Guojuan, the researcher and senior editor of the Party School of the CPC(CommunistParty of China) Zhejiang Provincial Committee. Jin also says that it needs to consider about the accomplishment of scientific allocation of power as well as how to set up the process in the supervision both during and after solving the issue.

　　浙江省社科聯黨組書記、副主席盛世豪認為，“最多跑一次”改革現在已經全面啟動，但真正要提高政府效率還需要很多配套改革，包括服務清單清晰、政務資訊公開、基層政府服務能力提升、考核監督體系完善等等，假如配套改革不能協同推進、不跟上，會制約“最多跑一次”改革向縱深推進及成效放大。

Sheng Shihao, the Secretary ofthe Party Leadership Group and vice-president of Social Science Union of Zhejiang Province, says the "run-once-most-again" reform has already started comprehensively. However, it still requires dozens of compatible reformation to the work efficiency of our administration, including clarifying service lists, making information of government affairs transparent, improving the ability in offering services of grass-roots government, rating the optimization of the supervision system and so on. The advance and magnification of the effect of"run-once-most-again" reform will be greatly limited if the compatible reformation cannot stand the pace.

　　今年初，中國浙江率先推行“最多跑一次”改革，在中國國內引起巨大反響。這一改革舉措被解讀為浙江推進政府自身改革新的動員令，是對“放管服”改革的再深化再提升，也是推進供給側結構性改革的重要抓手。

In the beginning of this year, Zhejiang has taken the lead in carrying out "run-once-most-again" reform, which leads to huge reaction in the whole nation.This reform is regarded as an incentive for self-reformation of Zhejiang government, a further step in the reformation of "streamline administration and institute decentralization, combination of setting free and governing, optimizing services" and a significant method for impelling supply-side reform.

　　目前，“最多跑一次”改革已進入攻堅階段。日前，浙江省長車俊表示，“最多跑一次”改革重在企業和群眾獲得感的提升，評判權在百姓手上，要堅持需求導向、效果導向，不斷提升效能、優化服務，確保改革又好又快推進。

At present, it is in the key stage for "run-once-most-again" reform. Yesterday, Che Jun, the governor of Zhejiang Province, suggested that it was all the civilians that had the right to judge this reform, which mainly aimed at the promotion of the sense of acquisition ofthe masses and entreprises. Besides, it could be in high demand in persevering in the direction of requirement, impact and need to consistently enhance efficiency as well as optimizing services to ensure the reform could be carried out fast and well.
