1945年7月，民主人士黃炎培在訪問延安同毛澤東談話時説到，希望將來中國共産黨建立的政權能夠跳出舊政權“其興也浡焉”、“其亡也忽焉”的週期率。毛澤東説，我們已經找到新路，我們能跳出這週期率，這條新路就是民主；只有讓人民來監督政府，政府才不敢鬆懈；只有人人起來負責，才不會人亡政息。

Question about Breaking the Cycle of Rise and Fall at a Cave Dwelling

In July 1945, China Democratic League founder Huang Yanpei visited Mao Zedong at his cave dwelling in Yan’an. When talking with Mao, Huang expressed the hope that the regime founded by the CPC would break the historical cycle of old regimes that “fell as abruptly and rapidly as they rose”. Mao replied, “We have found a new path to break free of the cycle, which is democracy. As long as the people can supervise the government, the government dare not slacken in its effort. As long as everyone takes up the responsibility, the nation will prosper forever.”
