2016年3月5日在第十二屆全國人民代表大會第四次會議上國務院總理李克強作政府工作報告時説:“鼓勵企業開展個性化定制、柔性化生産，培育精益求精的工匠精神，增品種、提品質、創品牌。”
On March 5, 2016, during the fourth session of the 12th National People’s Congress, Premier Li Keqiang introduced the concept of the“spirit of the craftsman” during his government work report. He said,“We will encourage enterprises to use custom-tailored and flexible production processes, and foster a craftsmanship spirit of striving for the best so that more type of products, products of a higher quality, and brand products will be made.
“工匠精神”出現在政府工作報告中，讓人耳目一新，古語雲：“玉不琢，不成器”。 工匠們喜歡不斷雕琢自己的産品，不斷改善自己的工藝，享受著産品在雙手中昇華的過程。他們追求完美和極致，其利雖微，卻長久造福於世。
It is refreshing that Premier Li mentioned the “spirit of the craftsman” in his government work report.As the old saying goes, “The finest diamond must be cut”. The artisans like constantly crafting their works and improving their workmanship to enjoy the process of sublimation of the works in their hands. They pursue the acme of perfection. Though the interests are slight, their spirit benefits the world for a long time.
從歷史的角度看，自古以來，我國就不乏有“工匠精神”之人。古代的中國曾是世界上最大的原創之國、“匠品”出口國和匠人之國。如古代的絲綢、瓷器、茶葉、漆器、金銀器、壁紙等産品都是世界各國王宮貴族和富裕階層的寵兒。中國書法、中國畫、雕塑、手工藝術品至今仍是世界各大博物館引以為傲的鎮館寶藏。《夢溪筆談》、《天工開物》、魯班技藝，中國古代的能工巧匠無數，一直都在影響著世界！
From a historical point of view, since ancient times,our country is no lack of people of “artisan spirit”. The ancient China was the world’s largest country of originality,artwork exporter and country of craftsmen. 就個人而言。工匠精神可概括成五點。
On a personal level, the spirit of the craftsman can be summarized in five aspects:
精益求精。注重細節，追求完美和極致，反覆改進産品，把99%提高到99.99%。
Attention are paid to details, some of perfection is pursued and products will be improved respectively to increase the precision from 99% to 99.99%.
一絲不茍。確保每個部件的品質，不達要求絕不輕易交貨。
The craftsmen would make sure the quality of every part and will not deliver easily until the products are up to the requirement.
專注，堅持。不斷提升産品和服務，不斷完善使用材料、設計，生産流程。
Concentration and persistence. Products and services are improved continuously. The use of material, design and process of production are refined continuously.
專業，敬業。工匠精神的目標是打造本行業最優質的産品，其他同行無法匹敵的卓越産品。
Profession and dedication. The objective of the“spirit of craftsman” is to forge the industry’s top-quality products, which others cannot match.
淡泊名利。用心做一件事情，不圖名不為利，只是單純的想把一件事情做到極致。
Indifferent to fame and wealth. The craftsmen put their hearts into work not for fame and fortune, but just with the desire to strive for the best.
從發展的角度看，有了“工匠精神”，我們龐大的製造業在産業轉型、産品升級、工藝轉型中實現“質的飛躍”就成為了可能。同樣，我們的消費品市場渴求的人性化、個性化的需求也會逐步得到滿足。
From the perspective of development, with the spirit of the craftsman, China's enormous manufacturing sector has very possibility to achieve a qualitative leap in industrial transformation, products upgrading and technological transformation.The need of humanized and personalized goods which China's consumer market desire for will gradually get fulfilled.
從長遠的角度看，“工匠精神”需要良好的培育土壤。要在各個行業領域形成自主創新、精益求精的良好氛圍，要以強力手段制止那些以粗製濫造為手段非法牟利行為；要以強力手段制止制假造假、冒牌侵權行為。同時，還要在全社會大力營造讓“工匠精神”得以健康生長的良好的人文生態環境。全社會上下對“工匠精神”懷著一顆敬畏之心。
From a long-term point of view, the “spirit of the craftsman” needs well cultivated soil. A good atmosphere of independent innovation and keep improving is needed in various industry sectors. We need utilize powerful means to stop the illegal profit-making which by means of producing shoddy goods. We need take powerful means to stop counterfeiting and copyright infringement. Meanwhile, a good humanities and ecological environment is needed to be fostered for the“spirit of craftsman” to grow healthily in the society. The whole society need have a heart of awe to the "spirit of the craftsman".
我國全面建成小康社會的目標就在眼前，我們已經踏上實現中華民族偉大復興的征程。 “工匠精神”是對傳統意義上的提煉和昇華。這不僅是“中國製造”的需要，也是展示“中國形象”“中國實力”，更是實現“中國夢”的需要！
The goal to finish building China into a moderately prosperous society in all respects is just around the corner. We have set foot on the journey of realizing the great rejuvenation of the Chinese nation. The spirit of the craftsman is the refinement and sublimation of its traditional meaning. This is not only the need of“made in China”, but also the need to show the image of China and Chinese strength, and moreover, to realize the Chinese dream.
