Wenzhou adds 3 provincial best practices for better business environment

Zhejiang province recently announced the second batch of“Best Practices” for improving the business environment, including three best practices from Wenzhou. These include (1) the e-business license“Enterprise Code” application, (2) Ouhai district’s cultivation model for a new cohort of entrepreneurs with“correct political orientation, capabilities for development, sense of responsibility, and insightful knowledge, (3)“coordinated intelligent manufacturing, innovation, excellence pursuit, quality improvement, and services” (hereinafter referred to as“Five Coordinated”) working mechanism in Yueqing, a county-level city of Wenzhou. The city thus ranks the first in terms of the number of listed practices among all the prefecture-level cities in Zhejiang province.

Revolving around administrative environment, legal environment, market environment, economic and ecological environment, and human environment, the province selected 30 best practices after the preliminary selection and expert review. The goal is to incentivize all the localities and governmental departments to promote reform and innovation, and shoulder their responsibilities, achieving more significant outcomes in business environment reforms.

The e-business license“Enterprise Code” application, developed by Wenzhou Municipal Bureau of Market Regulation, is a prime example of its kind. Targeting issues such as repetitive paperwork submission and filling between departments, non-transparency in market information, and the inaccessibility to online services, the app is a one-stop platform for enterprises to obtain information and services, and get their affairs done through just one“Enterprise Code”. That done, enterprises now enjoy better access to government services, more market transparency, and improved business environment. The app covers 22 types of licenses and is used in 14 enterprise-related scenarios, such as bank account opening, credit loans, and utility bills joint payment. Moreover, the app has been approved as a national pilot project for the e-business license integrated application and a provincial pilot project for the“Enterprise Code” value-added service reform.

The cultivation model for the new cohort of entrepreneurs is another highlight. This model works through improving the political guidance mechanism, establishing platforms for capacity building, and facilitating channels for repaying the society. Therefore, a standardized and scalable cultivation model is created to effectively support the new generation of entrepreneurs who are lack of experience and facing challenges in enterprise succession. Under this new model, a representative group of entrepreneurs has thus emerged. Forty-one of them are now elected as representatives of Party committees, deputies to the people’s congresses, or CPPCC members. Fourteen of them are recognized as Wenzhou’s top young talent in sci-tech innovation. Moreover, 85 key enterprises have successfully achieved the transition between old and new executive teams. Six high-growth indigenous brands, such as Desay, an electronic information corporation, and VOC, a smart lock enterprise, have been incubated. Four companies including Hualian Machinery, have also started pre-listing tutoring.

The electrical industry in Yueqing, a local backbone industry, has grasped new opportunities this year. The sector has been designated as the only county-led national advanced manufacturing cluster and the core area of Zhejiang provincial“415X” special cluster (4 world-class advanced industry clusters with over 1-trillion-yuan output value, 15 special clusters with over 100-billion-yuan output value, and a few emerging clusters with over 10-billion-yuan output value). Behind these accomplishments is the contribution of the“Five Coordinated” working mechanism. Yueqing has implemented systematic reforms to reshape the industrial chain and explore the establishment of the“Five Coordinated” working mechanism in response to the challenges brought by a new round of industrial transformation and a sluggish real estate market. This has promoted the intelligence- and new-energy-oriented transition of the sector, forging an exemplary model for the transformation and upgrading of China’s traditional manufacturing.

Going forward, all localities and departments in the city will follow suit, pulling together to advance in-depth reforms and encouraging bold experiments and innovation. Thus, the city’s business environment will be further improved, with more“best practices” coming on the way.(ZhongXin)
