所以為了幫助大家廣州在這方面的情況,廣州市政府新聞辦公室準備了“踐行走前列”系列新聞發佈會,方便大家我們在這方面的情況,也希望大家予以關注。這次沒有在常規新聞發佈廳,是移步到白雲國際機場剛剛開通運營的T2航廈。大家就很明確我們今天的主題是什麼,也是為了讓大家更直觀了解廣州建設國際航空樞紐的情況。

So, in order to help everyone understand the situation in Guangzhou, the Press Office of the Municipal Government of Guangzhou prepared a series of press conferences themed"Practicing Walking at the Forefront" for your attention. This time, we're not in the usual press conference hall but the newly opened Terminal 2 of Guangzhou Baiyun International Airport. Now everyone must be clear about the theme for today. 大家好!根據發佈會安排,下面由我向各位通報廣州市建設國際航空樞紐的進展情況。建設國際航空樞紐是深入貫徹習近平總書記對廣東重要指示批示精神的重要舉措,也是廣州當好“四個走在全國前列”排頭兵的戰略選擇。近年來,在市委、市政府的正確領導下,廣州空港經濟區勇擔使命、奮發有為,加快推動了國際航空樞紐和國家臨空經濟示範區建設,取得了一定的成績。

Welcome to the press conference. Thanks for coming. According to the schedule, I’m going to brief you on the progress of the construction of Guangzhou international aviation hub. The construction is not only a critical measure of further implementing the important instructions and concepts of president Xi Jinping as to Guangdong, but also a strategic choice of Guangzhou to become a vanguard of“four major leading cities in the country”. In recent years, under the robust leadership of the CPC municipal committee and CPC municipal government, the Guangzhou airport economic zone has taken up the mission and unremittingly carried it out, and has obtained some achievements in promoting the construction of international aviation hub and national aviation economic demonstration zone.

一、改革創新力度不斷加強,加快構建推動經濟高品質發展體制機制。國家批復同意廣州建設臨空經濟示範區,並支援示範區在優化通關服務、創新監管模式、加強對外開放與國際合作、推進投資便利化方面進行改革創新,要求在全國範圍內形成可複製、可推廣的臨空經濟示範區發展經驗;市委、市政府先後出臺《關於調整完善廣州空港經濟區管理體制的方案》《關於加快廣州空港經濟區開發建設的意見》和《廣州空港經濟區管理試行辦法》,賦予空港經濟區控制性詳細規劃審批、城市更新等54項行政管理許可權,全面做實廣州空港經濟區,同時對廣州空港經濟區提出了61項支援措施和改革任務;廣州空港經濟區也制定了具體工作計劃,近期將首先在政務服務、投融資體制、口岸保障等領域開展改革試點。未來廣州國際航空樞紐將建設成為國家級的空港體制機制創新實驗區。

1. Reform and innovation have been strengthened, and system and mechanism for promoting high-quality economic development are accelerating. China has approved the construction of Guangzhou aviation economic demonstration zone, and supported reform and innovation in aspects including optimizing customs clearance service, innovating regulatory model, strengthening opening to the outside world and international cooperation, and promoting investment facilitation in the demonstration zone, has demanded the formation of development experience of aviation economic demonstration zone which can be replicated and promoted across the country. Municipal party committee and municipal government have issued“The plan on the adjustment and improvement of Guangzhou airport economic zone management system”,“Opinions about speeding up the construction of Guangzhou airport economic zone” and“Tentative management measures for the Guangzhou airport economic zone”, which give 54 public administrative authorities such as regulatory plans and approval, as well as urban renewal in the airport economic zone, comprehensively build Guangzhou airport economic zone; at the same time, they have put forward 61 support measures and reform tasks for Guangzhou airport economic zone. Guangzhou airport economic zone has also formulated specific work plans, to carry out reform trials in government service, investment and financing system, port security and other areas in the near future. Guangzhou international aviation hub will be a national airport innovation experimental zone in system and mechanism.

二、國際航空樞紐功能明顯增強,推動加快形成全面開放新格局。全面加快白雲機場擴建,目前白雲機場T2航廈已正式啟用,航廈建築面積擴展65.8萬平米,總體旅客吞吐量設計容量已提升至8000萬人次/年,南方航空等已順利轉場運營,為廣州加快開放發展注入強勁動力。目前,航線網路已覆蓋全球220個航點,擁有航線超過300條,其中國際航線157條。去年實現旅客吞吐量6584萬人次,同比增長10.2%,位居世界第十三,其中國際旅客量1589萬人次,同比增長17.6%,佔總旅客的24%;貨郵吞吐量達178萬噸,同比增長7.9%。白雲機場口岸貿易便利化水準顯著提升,通過深化“三互”大通關改革,實施“單一窗口”、“網際網路+空港e通”等措施,試點創建國家級檢驗檢疫公共服務標準化示範基地,實現進口巴士殺菌乳通關時長減至20分鐘以內、保稅融資租賃飛機落地1小時即完成入區驗放、進出口報關單平均通關效率提高25%以上。此外,集城軌、地鐵、高速公路、城市公交等於一體的綜合交通樞紐正加緊建設,世界級綜合交通體系雛形初現。正是因為廣州優越的樞紐條件,被譽為全球民航界“奧運會”和“世博會”的世界航線發展大會已成功落戶廣州,今年9月15日至18日,來自全球約110個國家的300多家航空公司、700多家機場管理機構、130多家政府及旅遊機構等3000多名代表將齊聚於此、共襄盛會。此次大會是促進廣州航線網路發展、展示廣州城市形象實力、帶動區域經濟發展的重要機遇,將有力提升廣州在全球航空網路中的地位,推動高端資源要素集聚,強化引智引技引資實效,大力發展高端高質高新航空産業,為推動廣州開放型經濟發展作出新的更大貢獻,未來廣州國際航空樞紐將建設成為廣州對外開放和對外合作交流的重要窗口。

2.The functions of international aviation hub have significantly enhanced and accelerate forming a new and comprehensive pattern of opening up. Speed up the expansion of Baiyun airport. At present, Baiyun airport T2 terminal has been officially opened, terminal building area is extended 65.8 square meters, the overall design capacity and throughput capacity of passengers are up to 80 million people per year, and China southern airlines has smooth transitions in operation, providing strong impetus for speeding up opening up and development of Guangzhou. The route network has covered 220 destinations worldwide, with more than 300 routes, including 157 international routes. Last year, passenger throughput reached 65.84 million, up 10.2% year on year, ranking 13th in the world. Among the passengers, international passengers were 15.89 million, up 17.6% year on year, accounting for 24% of the total. The cargo throughput reached 1.78 million tons, up 7.9% year on year. The port trade facilitation level of Baiyun airport is significantly increased; by deepening the reform of customs clearance, implementing measures of“single window” and"Internet + airport", establishing pioneering national-level standardization demonstrative base of inspection and quarantine public service, realizing the customs clearance duration of import bus sterilization milk reduced to 20 minutes, completion of entrance and examination of bonded financing lease airplane in an hour after landing, and the average customs clearance efficiency of import and export customs declaration raised by more than 25%. In addition, the construction of a comprehensive transportation hub integrating urban rail, subway, expressway and urban bus is accelerating, and a world-class comprehensive transportation system is taking shape. It is because of superior conditions of Guangzhou hub, the well-known"Olympic Games" and"world expo" of global civil aviation circle, World Route Development Conference has been successfully settled in Guangzhou. From September 15 to 18 this year, more than 3000 delegates of over 300 airlines from about 110 countries around the world, more than 700 airport management institutions, and more than 130 government and travel agencies will gather here for this grand and joyous event. This conference provides significant opportunities to promote Guangzhou route network development, show the image and strength of Guangzhou city, drive the regional economic development, which will strongly advance Guangzhou’s status in the global aviation network, push the agglomeration of high-end resources and elements, strengthen the effectiveness of introducing talents, techniques and capitals, vigorously develop high-end, high-quality, high-tech aviation industry, make new, greater contributions to the development of open economy in Guangzhou, and in the future, Guangzhou international aviation hub will become an important window for opening to the outside world and foreign cooperation and exchanges in Guangzhou.

三、臨空高端産業加快集聚,推動建設臨空型現代化經濟體系。通過優化臨空産業佈局,出臺“7+1”系列招商政策,積極開展精準招商,優化改善投資環境等舉措,全力發展實體經濟,形成臨空型、高端化、現代化的經濟體系。目前,廣州空港經濟區已進駐企業總數達11728家,形成了五大臨空産業集聚。一是已初步形成全國最大飛機維修基地和全球最大飛機客改貨基地,2017年該基地實現營業收入31.3億元,同比增長17.7%。全球最大的兩家飛機製造企業波音公司和空客公司的客改貨項目均已落戶。二是初步形成全國最大空港物流中心,美國聯邦快遞已在區內註冊獨立法人公司,DHL、穗佳、順豐等國內外知名物流企業均在區內建立物流基地,2017年機場綜保區進出口總額約165.9億元,同比增長28.3%,連續多年實現兩位數快速增長。三是空港跨境電商業發展迅猛,入駐機場綜保區跨境電商企業逾千家、商品備案項數超過10萬種,覆蓋BBC進口等5種跨境電商業務領域,2017年空港口岸跨境電商進出口總值超37億元,同比增長超過50%,各項跨境電商業務指標連續四年居全國空港首位。四是航空總部商務集聚明顯,截至目前,已有南方航空、九元航空等主基地航空公司,東航廣東分公司等77家航空公司陸續入駐廣州空港經濟區,其中國際或地區航空公司48家。五是飛機租賃業實現新突破,2017年空港經濟區租賃飛機共落地23架,貨值約125.25億元人民幣,架次、貨值同比均增長1.3倍;同步拓展航空租賃業務範圍和規模,成功引進5台飛機發動機,下一步將拓展至公務機租賃業務。未來廣州國際航空樞紐將發展成為國家臨空經濟創新發展先行區。

3. Accelerate the agglomeration of high-end industries in the airport, and promote the construction of a modern aviation economic system. By optimizing the layout of aviation industry, introduce"7 + 1" series investment promotion policies, actively carry out accurate investment introduction, optimize measures like investment environment, and spare no effort to develop the real economy, for the formation of high-end, modern aviation economic system. At present, Guangzhou airport economic zone has a total of 11,728 enterprises, forming five major aviation industry clusters. First, the largest aircraft maintenance base in China and the largest aircraft conversion base from passenger to cargo in the world have initially been formed. In 2017, the operating revenue of this base reached 3.13 billion yuan, up 17.7% year on year. Two of the world's largest aircraft manufacturers, Boeing and Airbus, have already launched passenger conversion to cargo programs. Second, the largest airport logistics center has been initially formed, FedEx has already had independent legal company registered in the zone, and famous domestic and foreign logistics enterprises including DHL, Suijia, and S.F.Express have already established logistics bases in the zone. In 2017, airport comprehensive bonded zone had total import and export volume of nearly 16.59 billion yuan, a year-on-year growth of 28.3%, achieving double-digit growth for many successive years. Third, airport cross-border e-business is developing rapidly, more than a thousand cross-border e-business enterprises have set up business in the airport comprehensive bonded zone, with more than 100000 sorts of goods filed in the record, covering five kinds of cross-border e-business fields such as BBC imported e-business. In 2017, the import and export gross value of airport cross-border e-business exceeded 3.7 billion yuan, rising more than 50% year on year, and all cross-border e-business indicators have ranked the first for four consecutive years in the country. Fourth, business agglomeration in aviation headquarters is obvious. So far, 77 airlines have successively settled in Guangzhou airport economic zone, including main base airlines such as China Southern Airlines, 9 air, China Eastern Airlines Guangdong branch, etc., among them, there are 48 international or regional airlines. Fifth, a new breakthrough was made in the aircraft leasing industry. In 2017, 23 leased aircrafts landed in the airport economic zone, with a value of about 12.525 billion yuan, while sortie and value have increased 1.5 times year on year. We will simultaneously expand the business scope and scale of aviation leasing and successfully introduce five aircraft engines. In the next step, we will expand to the business aircraft leasing business. In the future, Guangzhou international aviation hub will develop into a pioneering national aviation economic and innovative development zone.

接下來,廣州空港經濟區將不忘初心、牢記使命,把國際航空樞紐建設放到高品質發展大局中,量質並舉、以質優先,實現樞紐地位更突出、産業帶動效用更明顯;以建設國際航空樞紐為抓手搶佔先機、贏得優勢,促進全面開放,塑造更多引領型發展,爭當“四個走在全國前列”排頭兵。我們爭取用3至5年的時間,將廣州空港經濟區建設成為具有國際先進水準,功能完善、綠色生態、産業高端的國際航空産業城和世界樞紐港,奮力把廣州空港經濟區建設成為向世界展示踐行習近平新時代中國特色社會主義思想的重要“窗口”和“示範區”。

Guangzhou airport economic zone will stay true to the mission and keep it in mind, put priority in the construction of international aviation hub. We will place equal importance in quality and quantity, with quality as the preference, to realize more outstanding hub status, and more obvious driving effectiveness of industries. We will take the construction of an international aviation hub as the goal, seize the opportunity and gain advantages, promote all-round opening up, shape more leading development, and strive to be the vanguard of the"four leading major cities in the country". We strive to build Guangzhou airport economic zone into an international aviation industry city and a hub port in the world in three to five years, which has international advanced level, fully-equipped functions, green ecology, and high-end industry. It’s our mission to construct Guangzhou airport economic zone into an important"window" and"demonstration zone" which practices Chinese socialist concepts in the new era of Xi Jinping to the whole world.

上午好!今天我非常榮幸參加本次專題新聞發佈會。下面,我代表省機場集團向各位介紹白雲機場國際航空樞紐建設情況。

Good morning! It’s my pleasure to participate in the special press conference. I’d like to introduce the construction conditions of the international aviation hub in Baiyun Airport by representing for Guangdong Airport Group.

近年來,白雲機場認真貫徹落實民航局及省市領導重要指示精神,以“國內一流、國際先進”為標準,以“安全發展、真情服務”為底線,踐行“乾淨整潔、平安有序”的目標要求,大力推進國際航空樞紐建設,取得了階段性成果。截至目前,共有超過75家中外航空公司進駐,通航全球210多個航點,2017年旅客吞吐量超過6500萬人次,全國排名第3位,全球排名第13位。從2010年開始,白雲機場穩居ACI(國際機場協會)服務測評全球十佳機場行列,其中2018年第一季度服務排名全球第四。隨著今年4月,二號航廈和綜合交通中心正式投入使用,白雲機場2018年旅客吞吐量有望突破7000萬人次,將為區域經濟的協調發展發揮更大的作用。接下來,我從爭創世界一流機場的目標要求、提高通達能力以及拓展國際航線三個方面,來介紹白雲機場建設世界級航空樞紐的創新舉措。

In recent years, Baiyun Airport has implemented significant instructions and spirits of leaders of Guangdong Province and Guangzhou. By taking“top in China and advanced all over the world” as the standard and“safe development and sincere service” as the bottom line, Baiyun Airport has taken efforts to meet the requirements of“cleanness, tidiness, safeness and orderliness” and has vigorously promoted the construction of the international aviation hub, making phased achievements. At present, more than 75 airline companies at home and abroad have settled here, with more than 210 air destinations all over the world. It achieves a passenger throughput of 65 million person-times in 2017, ranked the 3rd all in our country and the 13th all over the world. Baiyun Airport has been listed in Top 10 airports in service appraisals by ACI (Airports Council International) all over the world since 2010. It was ranked the 4th in the first quarter of 2018. With the operation of No. 2 terminal and the comprehensive transportation center of Baiyun Airport, the passenger throughout of Baiyun Airport is expected to achieve more than 70 million person-times in 2018, playing a more important role in coordinative development of regional economy. I will introduce creative measures adopted for Baiyun Airport to construct the world-level aviation hub on three aspects, i.e., requirements on construction of a world top airport, promotion in accessibility and expansion of international airlines.

一、踐行“四個走在前列”,全面加快推進世界樞紐建設步伐

Ⅰ. Practicing“walking at the forefront in four aspects nationwide” and promoting the construction of the world hub

當前,白雲機場擁有兩座航廈、三條跑道,飛行區等級為4F,可以滿足年起降航班62萬架次、旅客吞吐量8000萬人次和貨郵吞吐量250萬噸的運營需求。今年1月1日-6月24日,累計起降航班22.7萬架次,同比增長3.48%;實現旅客吞吐量3312.4萬人次,同比增長7.35%;完成貨郵吞吐量86萬噸,同比增長5.65%;其中國際旅客816.8萬人次,同比增長10.81%。可以説,白雲機場正處於快速發展的重要機遇期。

Baiyun Airport owns two terminals and three runways at present, with aircraft movement area reference code of 4F. The airport can meet requirements on annual aircraft throughput of 620 thousand, passenger throughput of 80 million person-times and cargo handling capacity of 2.5 million tons. The accumulated quantity of flights of the airport achieved 227 thousand during January 1 to June 24 in this year, with a year-on-year increase of 3.48%. It realizes the passenger throughput of 33.124 million person-times, with a year-on-year growth of 7.35%. It achieves cargo handling capacity of 860 thousand tons, with a year-on-year growth of 5.65%. In which international passenger volume is 8.168 million person-times, with a year-on-year growth of 10.81%. Baiyun Airport is in an important opportunity stage for rapid development. 

按照廣東省機場集團提出的“推進廣東民航高品質發展、爭創世界一流機場集團”目標要求,白雲機場提出了以2020年、2025年為階段節點,爭創世界一流機場的總體目標:

According to the requirements of“promoting high-quality development of civil aviation of Guangdong and striving to create a top-grade airport group in the world” proposed by Guangdong Airport Group, Baiyun Airport proposes the overall objectives for construction of the world top airport by taking 2020 and 2025 as two phase nodes: 

——從2018到2020年,通過三年努力,國際航空樞紐基本打造成型。旅客吞吐量力爭達到8000萬人次,進入全球前10位;貨郵吞吐量達到230萬噸,預計進入全球前12位。穩居“全球十佳服務機場”和國內旅客吞吐量千萬級以上優秀服務機場行列。

- From 2018 to 2020, it is planned to construct the primary foundation for the international aviation hub in Baiyun Airport with efforts of three years. It aims to achieve the passenger throughput of 80 million person-times, listed in top 10 in the world. The cargo handling capacity is planned to achieve 2.3 million tons, ranked top 12 in the world. It is listed in“Global Top 10 Airports with Excellent Services” and airports with excellent services with domestic passenger throughput of ten millions.

——從2021年到2025年,通過五年努力,國際航空樞紐打造成型,年旅客吞吐量達到1億人次、貨郵吞吐量達到350萬噸。形成集航空、高鐵、城軌、地鐵、公路的國內先進的綜合交通樞紐。

- From 2021 to 2025, it is planned to construct the international aviation hub in Baiyun Airport after efforts of five years, to achieve annual passenger throughput of 100 million person-times and cargo handling capacity of 3.5 million tons, so as to form an advanced comprehensive transportation hub in our country integrated with aviation, high-speed train, urban rail, subway and expressway.

二、爭創世界一流的通達能力,推進客貨運輸“兩翼”齊飛

Ⅱ. Taking Efforts to Achieve World Top Accessibility and Promoting Passenger Transportation and Freight Transportation

國際航空樞紐的一個重要指標是通達性,具有高效便捷的空地銜接、轉机服務以及輻射全球的航線網路能力。今後一段時間,我們採取多措並舉,大力推進客運、貨運發展。

Accessibility is an important index for international aviation hub, which provides passengers with global airline network integrated with airlines and ground transportation, with convenient transfers. Baiyun Airport will adopt multiple measures to promote development of passenger transportation and freight transportation.

一是進一步釋放客運潛能。加強與基地航空公司及航空聯盟的戰略合作,爭取更有利的航權政策,大力發展中遠端國際航線和洲際航線,增設國際直飛航線,提升國際通達性。重點開通“一帶一路”沿線國家航線,配合南航推動“廣州之路”。聯合更多航空公司開發轉机産品、多式聯運産品,提供更多航空運輸與城際軌道、高速公路等“一票直達、行李直挂”聯運服務。同時,進一步提高運作效率,未來要形成6-7個有效銜接的航班波,全力助推客運量實現2020年8000萬人次、2025年1億人次的新突破。

Firstly, the airport will develop potential of passenger transport. The airport will further strengthen strategic cooperation with the base airline and the airline alliance, to strive for more beneficial traffic right policies and develop international airlines and intercontinental airlines. In addition, the airport will increase more international non-stop flights to promote international accessibility. Besides, the airport will open flights to countries along with“The Belt and Road” and promote“Road of Guangzhou” by coordinating with China Southern Airlines, to develop transit products and multimodal transport products with more airline companies. In this way, it aims to provide more air transport services as well as combined“non-stop” transport services by cooperating with intercity rails and expressways. At the same time, it will improve operating efficiency with higher standard, and it aims to form 6-7 flight waves with effective connections, so as to realize the breakthrough in passenger throughput of 80 million person-times in 2020 and 100 million person-times in 2025.

二是打造“大物流”格局。優化貨站空間佈局,推動實現珠三角地區貨物通關“一體化”和24小時通關。增加全貨機運力,推動貨運航線發展,力爭2020年全貨機運力達到貨運運力的45%,貨郵吞吐量達到230萬噸;到2025年全貨機運力要達到55%,貨郵吞吐量達到350萬噸。根據白雲機場物流發展總體規劃,推動物流基礎設施有序建設。

Secondly, the airport will construct the“large logistics” pattern. It will optimize the spatial arrangement of the freight deposit, to promote the realization of the“integration” and the 24-hour cargo custom clearance in the Pearl River Delta. It aims to promote the development of freight airlines and increase the all-cargo carrier transportation ability, so as to achieve 45% in all-cargo carrier transportation ability in 2020 and total cargo of 2.3 million tons. It aims to achieve 55% in the all-cargo carrier transportation ability in 2025 and cargo throughput of 3.5 million tons. The orderly construction of the logistics infrastructure will be promoted based on overall planning of logistics development of Baiyun Airport.

三是提升航班運作效率。自今年3月啟用新AOC運控大廳,接管機坪管制業務以來,白雲機場“聯席運作指揮調度模式”已經基本成形,整體地面運作效率有了新的提升,航班正常性管理得到了進一步優化,2017年10月至今,已連續8個月實現航班正常性超過80%。下一步,我們將繼續深化旅客行李“無憂”改簽服務、短時延誤航班協調工作機制,通過這些創新服務讓更多航班旅客準點出行。

Thirdly, it will promote the flight operation efficiency. The“joint operation and command mode” of Baiyun Airport has been primarily formed since this March, when the new AOC operation control hall was started. 四是完善空地“一體化”服務。推動以白雲機場為核心的綜合交通樞紐建設。配合政府推進第二機場高速、北三環高速、花莞高速等高速公路建設、推進城軌廣佛環線、穗莞深城際新白廣段、廣清城際廣州北至清遠段等軌道建設。實現機場與高鐵、城軌、地鐵等交通方式的有序銜接。

五是推動服務品質再提升。在T2啟用的同時,全力打造“春風服務”全新品牌,計劃用三年時間,實施“十百千萬”計劃、成立內部監督員隊伍、委託第三方服務監測,深化民航局“真情服務”內涵,進一步提升服務品質。同時,優化特殊旅客全流程服務、推進“廁所革命”、實施行李全程跟蹤系統應用、建立96158智慧客服系統、上線“常旅客”會員計劃等服務創新,大力推進文化機場建設,以“繁花如畫”系列文化活動搭建嶺南文化傳播平臺。

2016年以來,白雲機場新開國際航線59條,新增國際通航點22個,國際航線網路遍佈全球5大洲的86個航點,國際及地區承運人48個,日均國際航班量達到322個。僅2017年白雲機場旅客總量、國際旅客量及國際轉机旅客量增幅分別達10.2%、17.6%和23%,國際旅客佔比達到24%,國際轉机旅客佔國際旅客總量的23.5%,國際樞紐建設成效顯著。

The international airline network has spread all over 86 terminals in 5 continents, including 48 international and regional carriers and daily average international flight volume of 322. In 2017, the total volume of passengers, international passengers and international transit passenger volume have growth rate of 10.2%, 17.6% and 23%, and the proportion of international passengers achieves 24%, and international transit passenger occupies 23.5% of the total volume of international passengers, with significant effect on construction of the international hab.

In addition, on the aspect of African market, popular tourist cities such as Casablanca and Johannesburg are the emphasized airlines promoted by Baiyun Airport. Besides, on the aspect of Asia, Baiyun Airport will open new air destinations with the emphasis of capitals in Asia, so as to perfect the airlines between Guangzhou and Asian countries.

For the traditional sectors covering Southeast Asia, Oceania, and Africa, a certain scale has been achieved, but the density remains to be enhanced. We also hope to open the direct routes to Africa. The next step is to open routes to Europe and the United States and strive to open the routes to South America. As mentioned above, new waypoints will be added on the front of European routes. Our goal is to improve the direct route convenience for passengers in Guangzhou. Next, we will work together with airlines towards our goals, so that the“Guangzhou Road” becomes more convenient, passengers enjoy more convenient travel, and the development of international hub airport progresses smoothly. 廣州是千年商都,千年商都的發展也是一脈相承的。在過去的商都或者經商主要依靠海運,廣州作為千年商是依靠得天獨厚的環境。發展到現在隨著全球資源稟賦的發展變化,更多是靠航空作為連接一切的方式。

Guangzhou has been a business hub for a thousand years, and its development follows a tradition. In the past, business hubs, or business in general, are dependent on maritime transport. Guangzhou has maintained the status of business hub for a thousand years thanks to the favorable environment around it. With the progression and shift of global resource endowment, its current development is reliant on aviation as its universal means of connection.

今天有幸請到各位嘉賓一起來探討廣州作為國際航空樞紐的故事,邀請的嘉賓來自於樞紐建設的規劃方面、機場方面、航空公司的領導,我們共同來探討一下大家在建設廣州國際航空樞紐過程中,遇到的最感動的故事,我們首先請向曉梅所長分享一下。

Thank you. I’m glad to participate in"Setting out to the World": the storytelling session of World Routes 2018. Aviation hub construction has played an important role in the construction of Guangzhou as a national central city and the implementation of Guangzhou’s“taking four forefronts in the country”. This could be attributed to the increasing reliance of people on aviation for traveling and more and more logistics efforts opting to air routes.

因為我是十二屆全國人大代表,作為人大代表期間,是為臨空經濟示範區出過力的,比如説推進第二機場的建設,臨空經濟示範區方面我們做了努力,在全國人大方面提出了很多建議,這個過程也得到了空港委、機場集團、南航這些領導的支援。

As a deputy to the twelfth national people’s congress, I contributed to the establishment of the airport economic demonstration area during my tenure, including the promotion of constructing a second airport, efforts put in the airport economic demonstration area and suggestions at the national people’s congress. This process has received the support of leaders of Guangzhou Airport Economic Zone Management Committee, Guangdong Airport Authority and China Southern Airlines.

這個過程我們也參與了廣州航空産業規劃,這裡面我覺得特別能夠體現出體制機制,我們作為臨空基地示範區,如果有這樣的體制機制的改革創新,是能更好推動國際航空樞紐建設。剛才看到無論是旅客吞吐量、物流增加,還是整個機場服務南航公司的發展,都有很大的成績。這是一個方面。

During this process, we also participated in the planning of the aviation industry in Guangzhou, which I believe showcased the superiority of the institutional mechanism. As the airport economic demonstration area, we could better promote the construction of an international aviation hub if we take a similar revolution and innovation approach on institutional mechanism. As we saw just now, there are great achievements not only in increased passenger throughput and logistic volume, but also the development of the airport service department of China Southern Airlines. This is just one aspect.

因為我是做産業研究的,當時我們做航空産業規劃的時候,到機場相關聯的一些地方去調查,印象很深的是廣州航空維修,在全國是排在前列,而且潛力非常大。因為維修對於南航來講是很重要的品牌,經常有人告訴我説坐南航的飛機很好,因為維修很好,安全性很好。我想廣州能夠做到除了基本維修,還有一部分製造的功能,這是廣州航空産業發展的一個重要基礎,對於整個航空樞紐建設,也是一個非常重要的支撐。

As I engage in industry research, when we did the planning of the aviation industry back then, we did some investigation at places relevant to the airport. I was deeply impressed by the aviation maintenance of Guangzhou, which ranks among the top nationally with huge potential. Maintenance is a significant part of the brand image of China Southern Airlines. People always tell me how good it is to fly on the planes of China Southern Airlines because of their good maintenance and safety. I believe that apart from basic maintenance capabilities, Guangzhou is also capable of doing some manufacturing. This forms a solid basis for the development of the aviation industry in Guangzhou, as well as an important pillar for the whole construction of the aviation hub.

  剛好也能夠利用好廣州對整個珠三角、泛珠三角、大灣區製造業的産業體系,可以把我們整個航空産業做大做強。所以我是非常高興,非常興奮,航空樞紐建設能夠快速推進,趁著這次召開的世航會,對於廣州是非常重要的機會和契機,是向世界展示我們廣州的品牌,展現廣州的城市文化和實力,是一個很重要的窗口,也是一次高科技産業,或者高科技服務業品質提升的展示會,對於廣州整個航空樞紐建設也會向前邁進一步。謝謝。

It so happens that we could make use of the manufacturing industry system of Guangzhou in the entire Pearl River Delta, Pan-Pearl River Delta and the Greater Bay Area to consolidate the whole aviation industry. Therefore, I’m very happy and excited that the aviation hub construction could move on a fast track. The World Routes this year is an important opportunity and chance for Guangzhou to showcase its brand image, city culture and strength to the world. It opens an important window for the display of the high-tech industry, or the improved quality of the high-tech service industry. The construction of Guangzhou’s aviation hub will take a firm step ahead. Thank you.

Thank you, Ms. Xiang, for sharing your story with us. In her story, the highlight of the whole development of Guangzhou’s airport and aviation is maintenance. For civil aviation stakeholders, the most important aspect of civil aviation lies in safety. Director Xiang Xiaomei expressed a detail from the viewpoint of a passenger that she feels assured taking the flights of China Southern Airlines. That is because of the technical support of GAMECO. 我來自德國,很多朋友會過來廣州看望我,他們第一個印象就是機場,其次才是廣州城市風光,他們都向我反映過,廣州機場從業人員非常專業,服務品質都非常高。

I’m from Germany. When my friends come to Guangzhou to visit me, their first impression is the airport, and the landscape of the city comes the second. They have informed me that the staff at Guangzhou Airport are very professional and the quality of service is quite high.

大家都知道現在俄羅斯正在進行世界盃,德國人都是非常喜歡足球,足球運動員都有各自的職責,但是要把一場球賽踢好,大家必須要團結合作。我們飛機企業與機場、海關、航空公司是一個團結合作的關係,是由我們各個企業一起合作,才能促進機場和廣州發展,對標國際。

As we all know, the World Cup is playing in Russia now. Germans love football very much. Football players have their respective duties, but to win a match everyone must cooperate as a team. We airplane enterprises are in cooperative relations with the airport, customs and aviation companies. Only with the cooperation among various enterprises can we promote the development and internationalization of the airport and Guangzhou.

我們公司從以下三個方面來做提升,一個學識發展、能力提升、效率提升,現在正在籌建3G智庫,今年就要額外增加800名員工。

Our company shall improve on the following three aspects, namely knowledge development, skills improvement and efficiency improvement. We are currently planning to build a 3G think tank which requires additional 800 employees this year.

我們也是正在建設附件修理中心、複合材料修理中心,這是一項非常有有前景的無線樞紐工作,非常高端,可以吸引很多國際合作夥伴。關於效率,我們採用大數據、3D印表機、機器人來提高修理品質以及提高修理效率。

Now, we are also building an accessory repair center and a composite material repair center. This is a very promising wireless hub endeavor. It is top-notch, so we can attract many international partners. In terms of efficiency, we use big data, 3D printing and robotics to improve the quality and efficiency of maintenance.

所以我們會盡我們所能促進白雲國際機場的發展,希望機場發展越來越好,發展越來越壯大。我希望多開一些從德國到廣州城市直飛的航線。

As described by Norbert Marx from GAMECO, we might have been a bit narrow for only mentioning the flights of China Southern Airlines just now. GAMECO provides maintenance and service guarantee for many aviation companies departing from Guangzhou. We trust the airplane as long as it is maintained by GAMECO.

今天看到所在的場地是T2航廈,T2航廈為南航集團打開了新一片天地,整個南航集團整體運作,為旅客提供更好的服務提供了更大的平臺。下面有請南航集團總監郭建業總為我們講一講他和國際航空樞紐的故事。

非常榮幸參加這次新聞發佈會,特別是邀請到作為故事分享會嘉賓,事先沒有任何準備,所以講的都是自己心裏話。

I’m much honored to participate in this press conference, especially since I’m invited as a guest for the storytelling session. I did no preparation beforehand, so I speak from my heart.

我先説故事,之前負責南航行銷工作,主要開闢了航線,怎麼和其他産品競爭。曾經帶隊去了大洋洲、澳大利亞、歐洲、美國,召集各類代理人旅行社來開座談會,問問他們怎麼樣增加我們的競爭力,聽聽他們的意見、困難、建議。

I shall begin with a story. I used to be in charge of sales at China Southern Airlines, which mainly involve opening up air routes and competing against other products. I led teams to Australia, Europe and the United States, where I gather various agents and travel agencies for conferences to hear their opinions, difficulties and suggestions and gain insights into how we could enhance our competitiveness.

給我感觸特別深,去了幾個地方,有很多人説之所以選擇新加坡航空公司,可以從新加坡去其他地方去歐洲,之所以選擇迪拜,是想通過迪拜去大洋洲,聽了以後我的感觸特別深。

What left the deepest impression on me was that at a few places, people said they chose Singapore Airlines because they wish to go to Europe and other places from Singapore, and the reason they chose Dubai was that they want to go to Oceania via Dubai. That was what I heard.

回來以後就給集團董事長彙報了。我覺得現在的競爭不是航空公司之間的競爭,而是航空公司+機場+城市各方面的服務,還有海關等方方面面服務的競爭。所以回來以後就在很多場合説了我的想法,希望我們一定要擰成一股繩來應對。

After coming back, I reported that to the chairman of the group. I feel that the competition nowadays is no longer that between aviation companies, but rather the competing services of aviation companies plus the airport plus the city, as well as customs and so on. I have expressed my thoughts on many occasions after I came back, hoping that we could make joint efforts to address this issue.

這裡我感慨,以前的城市,是通過哪有港口,哪有水域,哪有碼頭,哪有集市來發展成為城市,後來因為工作的發展,火車的發展建設了城市。

Here I must say that cities of the past were developed at where harbors, waters, ports and markets were located, but later developments saw the construction of cities driven by trains.

現在一個國際一流大都市必定有一個國際一流通港,反過來説,我個人認為沒有國際一流空港就不可能成為國際一流城市,現在廣州我們可以説,它現在是中國一線城市、一流城市,但是我覺得和國際一流還有一點點距離。我們廣州未來十年、二十年、三十年完全可以成為國際一流城市、國際和諧城市。

Now, a first-class international metropolis must have a first-class international aviation hub. Conversely, I believe a city could never be a first-class international city without a first-class international aviation hub. Now we could safely say that Guangdong is a first-tier, or first-class city in China, but I feel that there is still a little bit short of a first-class one internationally. Our Guangzhou could totally become a first-class and harmonious city internationally ten, twenty or thirty years into the future.

現在廣東省委省政府、廣州市委市政府就應該把廣州當做國際核心城市、國際一流城市去打造國際空港。一定要定位在國際一流城市、國際一流空港去設定,比如定位新加坡機場。因為現在廣州地理位置不是説經濟發展在中國是靠前的,至少前三前四。那麼地理位置來講,我們最適合做的就是做歐洲、大洋洲、東南亞、東亞這一塊之間的中間點,一個跳板,所以要充分利用這一點,我們最有優勢的,所以南航提出了“廣州之路”,什麼是“廣州之路”,假設現在到歐洲、大洋洲、紐西蘭,別的地方走不過去,要找一個中間點,之前走的是新加坡、香港,後來發展迪拜,南航在這點上非常優越,南航現在打造的是,把全國人拉到廣州,再把他服務到澳大利亞,把澳大利亞的人拉到廣州來,飛到歐洲去,再把東南亞、日韓的人拉到廣州來,這是我們的競爭戰略,這個戰略需要南航全力多開航線,提升服務,也需要機場提供便捷優質服務,還需要海關檢驗檢疫提供優質服務,還需要廣州旅遊資源的豐富以及交通便捷、經濟發展,航空主要還是市一級的發展。

The provincial Party committee and government of Guangdong and the municipal Party committee and government of Guangzhou should build the international aviation hub while taking Guangzhou as a core, first-class international city. The orientation should definitely be a first-class international city and a first-class international aviation hub, such as that of Singapore’s airport. That is because the geographical location – I’m not saying economic development – of Guangzhou is at least among the top three or four in China. For this geographical location, we are best suited as a central point, or a springboard, among Europe, Oceania, Southeast Asia and East Asia. We must fully utilize this advantage of ours. Therefore, China Southern Airlines proposed the“Guangzhou Route”. What exactly is the“Guangzhou Route”? Let’s suppose we are traveling to Europe, Oceania and New Zealand. There are places where direct flights are not opened. They must find a midpoint. They used to go via Singapore and Hong Kong, and later Dubai with its development. China Southern Airlines has a competitive edge in this, What it is building now is bringing people from all over China to Guangzhou and service them to Australia.

打造國際一流樞紐才會有國際一流城市,誰能打造國際一流樞紐?縱觀全球國際一流樞紐都必須有一家特大的經濟航空公司,那麼廣州白雲機場,廣州樞紐剛好就有南航這個主基地,沒有主基地,很大體量的一家航空公司是不可能打造成國際樞紐,廣州剛好有這個條件。廣州現在規模以及旅客運輸量都是亞洲第一,世界第四,從體量功能來講完全具備和白雲機場一起來打造國際航空樞紐的能力,我特別希望我們共同努力,就像NORBERT MARX先生説的一樣,就像踢足球一樣,需要航空公司、機場各個方面共同努力,打造廣州國際一流空港,實現“八個奮鬥”目標,南航加油。謝謝!

An international first-class hub is indispensable for an international first-class city, and who can build such a hub?Taking a wide look at the globe’s international first-class hub, a mammoth economic airline is a necessity, while Baiyun Airport as the hub of Guangzhou serves as the major base of China Southern. Without such a major base, an airline with large volume is no way to be built into an international hub, and Guangzhou meets such conditions perfectly. Guangzhou ranks first in Asia and fourth in the world in scale and passenger throughput. From the view of volume and functions, it has capabilities to build an international aviation hub in cooperation with Baiyun Airport. I sincerely hope that we can make efforts together, just like what Mr. NORBERT MARX mentioned. It’s like playing football that needs joint efforts from all parties including airlines and airports to build Guangzhou’s international first-class airport while achieving the goal of“eight strivings”. 謝謝,根據綦琦先生的提議,我就講一個自己真實的故事。今天故事分享會主題是“向世界出發”,我就講一個“向世界出發”的故事。

Thank you. I’d like to share a true story of myself at the invitation of Mr. Qi Qi. And my speech shares the same title as the“Setting out to the World” of today’s storytelling session.

2005年是第一次參加世航會,我有幸參加那一屆大會,展臺當時是6平方,我們預約了大量航空公司座談,座談的時候大約有40%、50%在解釋“廣州市在哪”,“廣州是什麼樣的城市”,我們才有機會來介紹機場狀況、航線情況、客運市場是怎麼樣。13年過去以後,發現情況發生了重大變化,去年我們去了成都,大約有7平方展臺,我們可以在自己展臺來座談。今年作為主辦方特別高興,能夠在主場舉辦新一屆世航會,這是民航界的奧運會,規模盛大。

In 2005, I first attended World Routes and it’s a great honor for me. Our booth at that time was 6 sqaure meters. We made an appointment with many airlines for panels. And the explaination of“where is Guangzhou” and“how does it look like” accounts for about 40% to 50% of the panel before we had the opportunity to introduce the situation about the airport, routes, and passenger tranportation market. Thirteen years later, things changed a lot. Last year, we were in Chengdu and set up a 7-square-meter booth, which was the site for panel. And this year, as the host party, we are happy to hold the World Routes, which is a grand Olympics of the aviation industry.

自己感受到廣州在打造樞紐,在2004年、2005年我們稱為樞紐,我覺得必須得有條件。今年我們在全球排名第13位,我覺得我們具備了打造世界樞紐的相關實力。在十幾年甚至二十幾年的發展過程中,比較重要的是,一個強大的主基地公司的發展。南航是全球排名第4,去年全球排名13位,我們要迎頭奮進,爭取儘快縮小南航與世界同類型公司的差距。可以説南航公司在白雲機場打造樞紐過程中可以説是居功至偉。

I can tell that Guangzhou must have conditions for building itself into a hub, what we called in 2004 and 2005. This year, we ranked 13rd around the globe, and we are competent to build a world hub. In the development course of one or two dozen(s) years, what’s important is the development of a strong major base company. China Southern ranks fourth worldwide compared with 13rd last year. We should go ahead to narrow the gap between us and the corporates of the same type in the world as soon as possible. It can be said that the building of the hub at Baiyun Airport attributes to China Southern to a large degree.

目前我們有幾個數據,可能南航業務量在白雲機場佔到50%,國際業務佔70%,轉机業務佔到90%,這是非常驚人的數字。衡量世界級的樞紐機場,打造世界一流樞紐機場,國際旅客佔比和轉机旅客佔比是最重要的指標,國際旅客今年應該有25%的把握,轉机旅客在12%和13%之間,各自提高了3到4個百分點,這是不容易的,南航公司做了非常大的貢獻。

We now have some data, which is probably that the business volume of China Southern accounts for 50% of Baiyun Airport, 70% of international business, 90% of transit business, all astonishing figures. To weigh a world-class hub airport and build a world-class hub airport, the proportion of international passengers and of transit passengers are the most critical indices. The former in this year is expected to reach 25% and the later between 12% and 13%, 3 to 4 percentage points each, which is not easy and China Southern has contributed a lot.

我覺得可能貫穿整個白雲機場這麼多年打造樞紐,是“從無到有”,也是“從有到無”的過程,從無到有是航點、航線,從亞洲到美洲、歐洲、非洲,我們身邊優秀樞紐機場比,我們在航點分佈上是接近了,我們在頻次上還有差距。從無到有的過程中通關的政策,整體環境、服務提升也是經歷了從無到有,從有到優。在這麼多年打造過程中,我們也經歷了從有到無的過程,這個從有到無就是在全鏈條服務過程中,旅客會見到越來越少有人服務場地,我們會把自助服務不斷體現在各個流程環節,比如説行李全自動托運,登機有全自動辦理等等,將來還在推全流程服務,包括在省內還推進一體化,之前點對點,將來是穩對穩,實現將來旅客出發地點和到達地點我們都能夠實現全流程的服務。

I think that the course of building the hub at Baiyun Airport thoughout the years is a process from nothing to something, and vice versa. From nothing to something refers to waypoints, which we are close to the level and routes with which there’s a gap, when compared with excellent hub airports from Asia to America, Europe and Africa. From nothing to something also involves the customs policies, the overall environment and service improvement. During so many years of construction, we also experienced a process from nothing to something, which means that in the full chain service, passengers will see more self-service in each link rather than personnel-assisted service, such as automatic luggage registration, automatic check-in. In the future, we will also launch full process service, including internal integration in the province. The previous point-to-point will be replaced by stability-to-stability, thus to achieve the full process service at both departures and arrivals.

在未來發展中,我們希望跟南航主基地公司實現習近平總書記講的共用,希望也能實現命運發展共同聯動,希望南航儘快打造世界一流核心樞紐。

In the future development, we hope that the major base company of China Southern can realize the sharing put forward by General Secretary Xi Jinping. We hope we can realize the linkage in the development of shared future and expect China Southern to build a world-class core hub at the fastest pace.

剛才故事分享會的安排,我簡單分享一下運營方面的小故事。白雲機場是FBO,是白雲機場航空樞紐建設非常重要的配套措施,也是完善航空樞紐功能的重要平臺。這個項目我們集團在2014年決策要推動建設,我就分享一下這個項目從無到有,從立項到最後運營的幾個小故事。

According to the schedule of the session, I’d like to share stories about operation. Baiyun Airport is FBO, a very important supporting facilities for the construction of Baiyun Airport Aviation Hub, and also a significant platform perfecting the functions of aviation hub. We decided to initiate the program in 2014, and I’ll share several stories from nothing to something and from project approval to the final operation.

項目立項的故事,機場項目根據要求都要立項,我們這個項目當時立項的時候,是在集團決策以後,在2014年7月14日我們把整個項目申請的建議報告報到省發改委,7月15日上午11點左右,接到省發改委領導的電話,説你下午來拿項目立項備案證,一天時間就完成了整個流程。就説明省政府對這個項目高度重視,在整個通過過程當中給予了大力支援。

The first is the story about project approval. All airport projects require approval. And this project was approved after the Group’s decision-making. On July 14, 2014, we submitted the application report to the provincial development and reform commission which called us at 11am on July 15 informing us to take the project approval filing certification, the whole process of which was completed within one day, indicating the great importance to and support of the project from the commission.

項目建設和運營,當時整個項目在用不到一年時間完成土地辦理相關手續,從2016年7月正式開始建設,到去年12月3日正式投産,花了1年5個月時間,中間經歷了非常多的故事。集團三個董事長在整個項目一年多的建設週期以來,去了不下10次,開了非常多的專題協調會。在我們項目投産當日,也就是去年12月3日下午,FBO的第一個運營航班,當時我有幸和董事長一起去接這個航班,當時機主和董事長一起握手、送花,問對方對我們投産有什麼感受,有什麼要求,講完以後把自己的名片送給機主,説有任何問題可以聯繫我,機主當時是很激動,沒有想到自己是第一個航班,也沒有想到受到白雲機場最高的禮遇。後來這個機主真來了機場給我們打了電話,説投成以後他感覺運營非常方便,也非常省心,也非常放心。

With regard to project construction and operation, the whole project spent less than one year to complete the related formalities relating to land. From the official construction in July 2016 to the official production in March last year, it goes through turns and twists during the one year and five months. The three presidents made over 10 visits on site and held multiple special coordination meetings. On the very day of production, namely the afternoon of December 3 last year, FBO operated its first flight and at that time I had the honor to shake hands and present a bouquet to the owner with the president and when we were asked of our feelings and requirements, I gave my name card to the owner and said I am available any time if he had problems. The owner was excited to know that his flight turned out to be the first and he was welcomed with the highest level. Later, the owner called us during his visit at the airport and praised the convenience after operation. It relieves and assures him.

這個項目在建成以後,持續得到市裏面各個方面,還有三個單位的大力支援。在5月19日,南航正式入駐T2以後,我們邀請到邊檢站陳站長,還有海關的領導一起去了FBO,去現場一個一個看設備情況,三關通道整改情況在流程方面是否需要調整,很快就達成共識,共同決定6月1日正式啟動國際通道。可以看到三關建設項目在整個建成投産以後,對我們給予了是特別貼身的關心和支援,孫秀清主任也提到,在通關服務便利化方面我們要走在全國前列,我們已經在這方面切身體會到了,有關單位給我們的大力支援,我們也感謝空港委在整個方面建設推動過程當中給予我們非常大的支援。

After its completion, the project was greatly underpinned by the city authority and three institutions. On May 19 when the China Southern entered T2, we invited Mr. Chen, head of Frontier Inspection Station, together with leader from the Customs, to check the situation of the facilities one by one on the spot, and the three parties reached consensus on whether rectification of the process aspect is needed and jointly decided to launch an international channel on June 1. We can tell that the three parties gave us especially considerate care and support after its operation. Director Sun Xiuqing also mentioned that we should be in the leading position in customs services facilitation, and we’ve been aware of the great support from related institutions and we appreciate the support by Airport Committee during the construction and promotion process.

一個項目從一股兩股走向現實,迅速擴張建成投産以後,包含了非常多方面,得到各個建設單位、各個政策部門的大力支援,很多人付出了非常多的心血和汗水。項目正式投産以後我們發現,FBO可以成為廣州接下來發展商務航空産業集群非常好的平臺。這也是任書記在視察項目時提出的要求,我們必須提前做公務機的運營和保障,還有平臺打造商務航空産業集群。

The process of a project from zero to reality and rapid expansion after completition and operation involves many aspects. It has been greatly supported by construction institutions and policy departments, and many people have contributed quite a lot. We found after its official operation that FBO can be a favorable platform for developing a business aviation industry cluster. This is also the requirement put forward by Secretary Ren. We should secure the operation beforehand, and build the business aviation industry cluster.

項目投産以後,現在在行業裏面,應該説得到了大家高度關注,目前我們全國前5名航空公司,現在已經有4家在廣州設立了基地或者建立了公司,加大了廣州的運營航道。同時我們下一步按照規劃,跟國內外主流公務機維修改裝企業一起合作,把這個公務機維修改裝業務項目做起來。還有大中華區總部已經落地在廣州,接下來在中型公務機産業鏈上形成比較完整的上下游結合起來的産業集群。從整個項目運營來説,現在也是進入非常平穩,非常好的狀態,我們歡迎各地公務機國際航運夥伴一起來廣州,繼續加強發展力度。謝謝!

The project has attracted great concern within the industry after its operation. Now among the five airlines in China, four have established their bases or companies, increasing their operation channels in Guangzhou.Meanwhile, our next move will be cooperating with mainstream enterprisses engaging in corporate aircraft maintenance and refitting to develop this segment. Besides, the Greater China headquarters has been settled in Guangzhou and it’ll set up an industrial cluster linking upsteam with downstream in the industrial chain of medium-scale aircrafts. In terms of the whole project operation, now it’s in a stable, desirable state. We welcome partners dealing with international air transportation of corporate aircraft to come to Guangzhou for further development.Thank you!

各位領導,各位媒體朋友們,大家好,我是來自中國南方航空的乘務長,今天非常榮幸參加故事會。我也想分享我作為一名在空中飛行的乘務長身份與“向世界出發”的一些感想。

Greetings to dear leaders and friends from the media. I’m a crew chief from China Southern Airlines. I am much honored to be part of the storytelling session. I would like to share my reflections on“Setting out to the World” as a crew chief on flights.

首先説出一個故事是我自己的故事。我是一名南航人,我也是一名新廣州人。我的出生地不在這裡,為什麼我會來到廣州,其實這與國際化進程是有關係的。幾年前南航開啟了“明珠之藍”乘務員招聘項目,“明珠之藍”就是隨著國際化進程不斷推進,我們腳步的加速,包括乘務員招聘方面,越來越多人選擇小語種、英語專業以及更高學位的乘務員來參加一線的乘務工作。這也是契合了國際化發展的需求,根據這個項目我就來到了廣州,來到了南航,飛向了藍天。

First, I would like to tell my own story. I’m an employee of China Southern Airlines, and a newcomer to Guangzhou. I was not born here. The reason that I came to Guangzhou is actually related to the process of globalization. A few years ago, China Southern Airlines initiated the“3E Program”, a flight crew recruitment project. The“3E Program” has been promoted by the process of globalization. We quickened our pace, recruiting more and more degree holders in minority languages and English as well as those with even better academic credentials to become flight crew members at the frontline of services. This adapts to the needs of international development. It was this project that brought me to Guangzhou, to China Southern Airlines and to the sky.

這幾年工作當中我有一個非常深刻的感悟,身邊的同事越來越國際化了,我身邊也出現了很多外籍乘務員同事,在許多國際航線上,也為廣州、為南航“廣州之路”發光發熱,現在我們南航目前有韓籍乘務員、日籍乘務員、荷蘭籍乘務員、法籍乘務員、澳大利亞乘務員以及馬來西亞籍乘務員,旅客朋友如果乘坐南航的國際航班飛機,不僅可以看到國人乘務員面孔,還可以看到國際乘務員的面孔,我們也是由此迄今,逐漸遞交國際一流服務品質、服務水準。

In recent years of my service, I feel deeply that colleagues around me are becoming more and more international. There are many foreign crew members appearing at my workplace in many international air routes, devoting themselves to Guangzhou and the“Guangzhou Route” of China Southern Airlines. Today, China Southern Airlines employs flight crew members who are from Korea, Japan, the Netherlands, France, Australia and Malaysia. Passengers taking international flights of China Southern Airlines could see not only Chinese faces among the crew, but also that of international flight crew members. After that, we are gradually delivering international first-class service quality and service standards.

我們和旅客之間的故事。隨著7、8、9月生産旺季到來,旅客越來越多,國際航班上據我自己持飛的飛機有百分之七八十旅客都是在廣州轉机的,每天收到旅客資訊名單的時候,大多數旅客都是在廣州轉机的。在飛機上旅客問乘務員最多的問題是,我的行李要取嗎,我一會兒去了機場我該怎麼辦,我第一次沒有在廣州轉机過,大家都説廣州轉机很方便,方便在哪?這是旅客迫切需要解決的一個問題。

Moving on to stories between us and passengers, there are more and more passengers with the upcoming peak season in July, August and September. According to the record on my own plane, seventy to eighty percent of passengers transfer at Guangzhou, which means most passengers on the register of passengers are transferring in Guangzhou every day. On the plane, the most frequently asked questions of passengers to flight attendants are,“Do I need to collect my luggage? What should I do when I arrive at the airport? It’s the first time I transfer in Guangzhou. People say it’s very convenient to transfer in Guangzhou. In what aspects is it convenient?” This is the most pressing question of passengers.

我們作為乘務員非常驕傲可以和旅客介紹現在南航的一票到底服務和廣州機場的保障。如果您是訂理了廣州南航飛行業務,你的行李牌是直飛到目的地,您是不需要提取自己行李的,您可以直接從這一趟飛機,通過海關檢疫走到下一站飛機登機口,這給國際旅客提供了極大的便利。這一點也是在我上個星期剛飛完荷蘭阿姆斯特丹航線上,旅客非常震撼的一點。有很多旅客説,我們以前在其他城市轉机,沒有在廣州轉机過,第一次在廣州轉机。説這個行李真的不用取嗎,他們很擔心,我説真的不用取,為什麼呢,因為我們這項服務已經推行好幾年了,在正常情況下,您的行李票上就有您行李的目的地,所以您可以在廣州機場,我們T2航廈裏面品嘗廣州美食,瀏覽機場的商店,再去往下一個登機口就行了。非常輕鬆也不用拖著大件小件的包,乘客非常開心,他們就和我説,下次還從你們廣州轉机,還坐你們的飛機,太方便了。這就是我第二個要分享的,我們和旅客之間的故事。

As flight crew members, we are proud that we could introduce the“One Ticket to Destination” service of China Southern Airlines and the guarantee of Guangzhou Airport to passengers. If one book the Guangzhou China Southern Airlines flight services, the luggage tag will show direct flight to the destination, without the need to collect the luggage personally. One could walk directly from one flight through customs to the gate of the next flight, providing much convenience to international passengers. On a flight to Amsterdam, the Netherlands that I completed last week, passengers were astounded by this. Many passengers would say,“We have only transferred in other cities but Guangzhou, and it is our first time here. Is it true that we don’t need to collect the luggage?” They were worried but I told them,“There is no need to collect, because the service has been implemented here for a few years. Under normal circumstances, the luggage tag has your destination on it, so you can enjoy the delicious local delight at Terminal 2, shop around at the stores in the airport, and proceed to the next boarding gate. It is easy and you don’t need to drag all sorts of baggage.” The passengers are very happy and told me that they would like to transfer in Guangzhou and take our flight for the convenience. That is the second story that I want to share, the story between us and passengers.

Thank you for the sharing. Have you noticed the logo of China Southern Airlines with a blue background and a red kapok flower? In fact, China Southern Airlines is the largest aviation company in China, but it is based in Guangzhou with the distinct characteristics of Guangzhou. As a listener, after hearing the individual stories shared by various guests, I would like to speak of my thoughts, too.

廣州建設國際航空樞紐,其實跟今天整個環節和場地,我感覺有一種莫名接近和相似。我們如何來建設國際航空樞紐,應該是市裏搭臺,航空公司和機場合起來唱戲。如何做到可持續,就是産業轉化,將航空公司和機場在建設國際航空樞紐過程中所産生的社會效益和經濟效益轉化為實實在在的廣州效益,使真正廣州建設國際航空樞紐能成為廣州高品質發展的一個抓手,一個亮點,這樣才能形成廣州在千年商都新時代如何借助航空,這樣一個新時代新的獨特資源稟賦,來走出廣州高品質發展之路,在粵港澳大灣區建設中取得廣州應有的位置和地位以及作用。

I feel that the construction of an international aviation hub in Guangzhou is actually strangely close and similar to the whole event and venue today. How should we construct the international aviation hub? It should be aviation companies and the airport joining hands on the platform built by the municipal government. How to be sustainable? It lies in industry transformation, which means transforming the social and economic benefits, produced by aviation companies and the airport in the process of international aviation hub construction, into true benefits to Guangzhou. Only by making the international aviation hub construction of Guangzhou into a pivot and highlight of high-quality development of Guangzhou, could Guangzhou seize the unique resource endowment of aviation in the new era of the thousand-year-old business hub of Guangzhou and find its way to high-quality development. Only in this way could Guangzhou obtain its due position and play its prescribed role in the construction of the Guangdong-Hong Kong-Macau Greater Bay Area.
