Xi'an High-tech Industries Development Zone's Triumph: showcasing achievements
on the first anniversary of core area construction of "Double Centers"
Recently, on the one-year anniversary of the approved construction of the core bearer of "Double Centers", a press conference was held in Xi'an High-tech Industries Development Zone to highlight the fruitful results achieved in its development.
In December 2022, the National Development and Reform Commission and the Ministry of Science and Technology granted approval for Xi'an to establish a Comprehensive National Science Center and a nationally influential Science and Technology Innovation Center, collectively referred to as the "Double Centers". The Silk Road Science City was designated as the core bearer of the "Double Centers".
Over the past year, Xi'an High-tech Industries Development Zone has diligently addressed the requirements of the construction of "Double Centers", following the directive of "key and core technology." The focus has been on creating four interconnected spheres—science, sci-tech innovation, industry, and service—with a concerted effort to establish a globally influential hub for key and core technology innovation. This includes the development of cutting-edge industries and fostering an environment that attracts top talent in The Belt and Road Initiative. The active establishment of a comprehensive innovation system spanning "basic research, applied research, achievement transformation, and industrialization" has been a primary goal.
Data indicates that Xi'an High-tech Industries Development Zone boasts two scientific apparatus, 15 national key laboratories, 17 state-level enterprise technology centers, and 114 R&D institutions at or above the provincial level. Notably, since the beginning of the year, there has been an addition of one state-level incubator, 8 provincial-level dual-innovation carriers, 62 municipal-level and above engineering research centers, 41 municipal-level engineering technology research centers, 5,085 small and medium-sized scientific and technological enterprises, and 2,362 national high-tech enterprises, underscoring the robustness of its scientific and technological innovation capabilities.
Regarding policy support, Xi'an High-tech Industries Development Zone has, throughout the year, augmented and refined its existing "1 + 5 + N" policy system, creating an enabling environment for the growth of tech enterprises and empowering the construction of the core areas of "Double Centers".
In the past year alone, policy funds totaling 185 million yuan were allocated to 1,845 enterprises through the "Five Training Project." An additional 198 million yuan was disbursed to 1,950 enterprises under the key and core technology innovation policy, significantly enhancing enterprises' scientific and technological innovation capabilities. The "Ten Listed Articles" initiative allocated 147 million yuan in relevant policy funds to 394 enterprises, addressing their financing challenges. Moreover, by implementing policies that support talent innovation and entrepreneurship, recognize outstanding contributions, and ensure housing benefits, five teams of key and core technology innovation talent, comprising industry leaders, enterprise management experts, and high-end finance professionals, have been assembled, providing robust talent support for the construction of "Double Centers".
In terms of physical infrastructure development, Silk Road Science City, as the core bearer of "Double Centers", has witnessed continuous progress over the past year. Its evolving appearance reflects its transformation into a future city.
Driven by scientific and technological innovation and dedicated to promoting the integration of production and urban development, Silk Road Science City has assumed a crucial role in constructing the core bearer of "Double Centers", entering a new stage of development. Moving forward, Silk Road Science City will align its focus with national strategic needs, adhering to the innovative layout at both the provincial and municipal levels, specifically that of Qinchuangyuan. Furthermore, it will forge close collaborations with the innovation port in western China and the "two wings" area of Chang'an University Town to jointly contribute to the promising future of Xi'an's "Double Centers".
