In Shuijing Community, Luyuan Street, Gaoling District, Xi'an, there is a calligraphy hanging on the wall, writing, "Care the people with a warm heart and serve the people with efficiency". As a provincial demonstration community of harmony, the community starts from this goal and aims at serving the people with high standards and expanding their services to better reach the masses.

"Community governance, to put it bluntly, is to do a good job in 'facilitating the people' and 'solving their problems'. Since the operation of the '1133' work system, it has vigorously gathered resources in community grids, and links all the work at the grassroots level. It also manages to resolve the contradictions in the front line where a rural governance pattern that links and interlocks different units efficiently comes into effect. Though people's livelihood seems "key yet trivial", everything involved constitutes a "top priority". The "dirty and messy" environment in Yanglin Phase III Community has a negative impact on the living environment around the community; it is very inconvenient for the households enjoying the "five guarantees" in Minsheng Community to go up and down the stairs; besides, there are still urgent problems to be solved in Jingyuan Community, such as scattered garbage and water cut-offs after the property manager resigns... Dealing with all these problems to be solved can demonstrate concrete and effective practices that allow the Shuijing Community to target at problems that concern people's livelihood and to serve the people at a close distance.

Through using the "1133" social governance system in Gaoling District to lead grass-roots governance by party building, it can help achieve gridding of the governance at the grass-roots level, informationization of service management, delayering of coordination and linkage, and creating a high-efficiency governance management chain. It can also realize the "three changes" from passively dealing with problems to actively discovering them, from fighting on everyone's own to joint operations, as well as from accountability releasing to empowerment and decentralization, providing guarantee and support for the high-quality development of the whole district.

At the same time, through the standardized, institutionalized and normalized governance, some problems beyond the community's reach can also be transferred to the corresponding departments for timely resolution through the comprehensive management grid center.
