Gaoling District, Xi'an: Core Area of Advanced Manufacturing Rising in Central

Seeking the development across Weihe River is the industrial trend of Greater Xi'an, and it is also the necessity of space expansion. As the core area that stretches across north Xi'an city and an industrial corridor, Gaoling District has been building clusters and support facilities in recent years in terms of strengthening pillar industries and upgrading the industrial chain level. Based on the science and technology-driven strategy, it focuses on fixing, supplementing, extending, and strengthening the chain, making every effort to build an automobile manufacturing industrial cluster represented by Shaanxi Automobile Group and Geely Automobile, a biomedical industrial cluster represented by Northwest International Traditional Chinese Medicine Industrial Park, and exploring the development of digital economy industrial clusters represented by cloud computing, big data, Internet of Things and industrial Internet. It strives to develop advantageous emerging industries such as new energy, new materials, and biomedicine and aims to implement projects with a total investment of more than 300 billion yuan in the next five years, trying to bring about a new phase of "development with links running through five parks and multiple supports".

The concentrated efforts and achievements of Gaoling District in various industrial sectors are manifested in a group of data: According to official reports, in 2022 alone, 161 key projects landed in Gaoling District, with a total investment of 175.93 billion yuan. This also makes it the only sector with a total industrial output value exceeding 100 billion among the 13 districts and counties in Xi'an.

On June 3 this year, the Gaoling District issued 31 measures to stabilize the economy and ensure growth. With 60 million yuan of policy funds, it implemented the requirements of the CPC Central Committee for "preventing the COVID-19 Outbreak, stabilizing the economy, and realizing development security". It efficiently coordinated pandemic prevention and control and economic and social development and made every effort to stabilize growth, support market players, and ensure employment to keep major economic indicators within an appropriate range.

On June 11, a conference on supporting business and entrepreneurs, and stabilizing growth was held in the Gaoling District. After the event, more than 400 leaders at or above the deputy division level and cadres of responsible units in the District visited 623 enterprises successively. By virtue of policy support, knotty problems were solved. Practical measures were taken to benefit enterprises by promoting the policies of stabilizing the economy and ensuring growth at the central government, provincial, municipal, and district levels. Concerted efforts were made to promote the high-quality development of the regional economy.

It is reported that among the 623 enterprises, there are 120 enterprises above designated size and 503 enterprises above the designated limit and below designated size, which play an important role in the economic development of Gaoling.

In the past few years, Gaoling District has signed and introduced a total of 101 projects with a total investment of over 200 billion yuan. 467 key projects were implemented with a total investment of over 210 billion yuan. A number of provincial and municipal key projects such as Geely New Energy Vehicle and Shaanxi Heavy Duty Automobile Productivity Expansion landed smoothly. Large and good projects such as Sunresin New Materials and Yuzhongqing were put into production one after another and achieved favourable results. The scale of regional industries jointly built with the Economic Development Zone continued to expand, further strengthening Gaoling's standing in the core area of Weibei Advanced Manufacturing Base.
