單位GDP能耗降低2.5%左右

科創：集中力量突破高端AI晶片、智慧數控機床、高端醫療裝備等“卡脖子”技術，前瞻謀劃生物合成、空天技術等千億級規模的科創“核爆點”，構築創新賽道的“卡位”優勢。技術合同成交額達到5500億元以上。高新技術企業新增5000家以上。

民生：新增高校畢業生就業創業40萬人以上。新增養老床位1萬張，嬰幼兒托位4.5萬個，完成家庭適老化改造2.5萬戶以上。支援每個縣辦好一所優質高中。積極爭創國家醫學中心。今年我們繼續實施10大類52項民生實事，涵蓋就業、教育、醫療、養老、育幼、安居、出行等領域，努力讓人民群眾收穫更多實實在在、可感可及的幸福。
