Interpretation on National People’s Congress
NPC is the highest organ of state power.It is composed of representatives selected by province, autonomous region, municipality directly under the central government, and army.The Standing Committee of NPC is a permanent organ of NPC. During adjournment of NPC, it executes the highest state power and is responsible for and reports its work to NPC.

How are the deputies of People’s Congress Elected?

Any citizen over eighteen (including eighteen) years old of the People’s Republic of China, regardless of nationality, race, sex, occupation, family origin, religion and faith, educational background, financial status, and length of residence, shall have the right to vote and the right to be elected.

When the NPC holds the Plenum to listen to the work reports of the Government, the Supreme People’s Court, and the Supreme People’s Procuratorate, the Chinese People’s Political Consultative Conference (CPPCC) members will listen to the reports on the second floor and the press will remain on the third floor.
