目前新型冠狀病毒呈全球蔓延之勢，國內多地出現境外輸入性病例，疫情防控形勢依然複雜。2020年3月9日召開的中央應對新冠肺炎疫情工作領導小組會議指出，面對境外新冠肺炎疫情快速擴散帶來的新挑戰，要做好出入境防疫工作，這有利於有序安全的國際人員流動。
會議指出，確診病例、疑似病例、密切接觸者等入境人員，將按有關規定接受檢查、治療和隔離。中國還將與有關國家共同努力，暫緩或減少留學人員等雙向流動，並做好對我國在境外公民疫情防控的指導幫扶工作。

Inbound travelers who are confirmed or suspected of being infected with the virus or are close contacts will be checked, treated and quarantined according to relevant rules, said the meeting. China will also work with relevant countries to suspend or reduce the two-way flow of personnel such as students studying abroad, and guidance and assistance will be provided to Chinese citizens in other countries.
