黨內民主是指在中國共産黨黨內生活中,黨員根據黨章和黨的其他規定,在平等的基礎上,按照有關程式和形式,對黨的事務參與、決策與管理。黨內民主包括民主選舉、民主決策、民主管理、民主監督等,黨內民主制度包括黨的代表大會制度、集體領導制度、黨內選舉制度、維護黨員民主權利制度、黨內監督制度等形式。黨內民主是由黨的性質、黨的宗旨和黨的世界觀決定的。中國共産黨是執政黨,黨內民主的狀況很大程度上決定著整個社會民主乃至人民民主的狀況,黨內政治生活的狀況很大程度上決定著社會政治生活乃至國家政治生活的狀況。

Intra-Party democracy involves CPC members participating in the decision-making and management of Party affairs on an equal footing and in accordance with the Constitution of the CPC and other Party regulations.Intra-Party democracy is exercised through democratic election, decision making, management and supervision.This is guaranteed by the systems of Party congress, collective leadership, intra-Party election, intra-Party supervision, and the system that protects Party members' democratic rights.Intra-Party democracy is determined by the nature, mission and world view of the CPC.The CPC is the ruling party in China; the exercise of democracy overall in society is influenced to a large extent by how the CPC ensures intra-Party democracy, and intra-Party political activities to a large extent influence the political activities of the whole country.
