岳池縣地處四川省東部、華鎣山西麓，渠江和嘉陵江交匯的三角臺地，幅員面積1479平方公里，轄23個鎮、2個鄉、2個街道，406個村、63個社區，總人口116萬、常駐人口74.2萬，是廣安第一人口大縣、第一經濟大縣、第一財稅大縣，是國家農産品品質安全示範縣、國家衛生縣城、全省縣域經濟發展先進縣、四川省文明城市、四川省園林城市。
Yuechi County is located in the east of Sichuan Province, western foot of Huaying Mountain, and the triangle platform where Qujiang and Jialing rivers converge. Covering a total area of 1,479 km2, it has 23 towns, 2 townships, 2 subdistricts, 406 villages and 63 communities under its jurisdiction. With a total population of 1.16 million and a resident population of 742,000, it is the county with the largest population in Guang’an. Yuechi is also the largest county in terms of economic, fiscal and taxation revenues in Guang 'an. In addition, it is recognized as a county to demonstrate the agricultural product quality and safety in China, a national health county, an advanced county in terms of economic development in Sichuan province, a civilized urban area in Sichuan province, and a garden urban area in Sichuan province.
千年銀岳池。岳池置縣于唐武周萬歲通天二年（西元697年），距今1325年，成邑至今從未更名，因地勢平坦、土地肥沃、百姓精耕細作而盛産水稻，呈現“兩江漁米萬代耕”的繁榮景象，展現風吹稻浪、如詩如畫的田園風光，形成源遠流長的農耕文化，享有“銀岳池”美譽，擁有“黃龍貢米”等“岳池稻米”知名品牌，是全省34個農産品主産區縣之一，8次獲評全國糧食生産先進縣，岳池縣糧油現代農業園區獲評省四星級現代農業園區。抗美援朝“特等功臣”、志願軍一級戰鬥英雄、黨內最高榮譽“七一勳章”獲得者柴雲振，以及為守衛祖國邊疆獻出寶貴生命，追記一等功、批准為烈士、追認為中國共産黨黨員的李波，彰顯了“對黨忠誠、敢於擔當、淡泊名利、無私奉獻”的精神，體現了岳池人民勤勞樸實的優良傳統，讓千百年曆史積澱下的千年銀岳池名副其實。
Silver Yuechi County with a history of over a thousand years. Yuechi County was firstly established in AD 697, the second year during the reign of Empress Wu Zetian of the Tang Dynasty. Since then, it has never changed its name. Because of its flat terrain, fertile land and intensive cultivation by the farmers, Yuechi is rich in rice. This has created a prosperous scene featuring golden ears of paddy and idyllic landscape, and formed a long-standing farming culture. Therefore, it enjoys the reputation of "Silver Yuechi County". With some well-known rice brands including Huanglong Royal Tribute Rice, Yuechi is one of Sichuan province's 34 major agricultural production areas. It has been rated as one of China's advanced grain production counties for eight times, and the modern agricultural park for grain and oil production in Yuechi County is awarded a four-star modern agricultural park in Sichuan province.
Chai Yunzhen, a "Special Hero" in the war to Resist U.S. Aggression and Aid Korea, was recognized as a first-class combat hero in the volunteer army, and a winner of the "July 1 Medal", the highest honor in the CPC; Li Bo, a citizen of Yuechi, who sacrificed his life to guard the border area of the motherland, was approved as a martyr, and was posthumously recognized as a member of the CPC. Their spirits of showing "loyalty to the party, courage to bear responsibilities, indifference to fame and wealth, and unselfish dedication" have demonstrated the fine tradition of the people in Yuechi County of being hard-working and simple.
川渝合作生物醫藥城。岳池生物醫藥産業從2004年引進科倫藥業，歷經18年發展成為岳池主導産業、廣安優勢産業，建成包括精細化工（醫藥）園區和醫美粧容産業園，産值全省前三、專業化配套系統13項、擁有3個全省第一的廣蓉生物醫藥産業園，成為岳池融入成渝地區雙城經濟圈建設的主戰場。園區先後被授予“中國生物醫藥最具特色園區”“中國生物醫藥最具潛力園區”“藥品上市許可持有人制度試點示範區”“優秀省級開發區”“省級綠色園區”稱號，入駐化學原料藥及製劑、中藥提取、藥用輔料及衛材等企業64戶，其中全國百強醫藥企業7戶、上市醫藥企業7戶，擁有藥品品種375個，2021年實現産值151億元、稅收1.2億元。目前，岳池正以建設川渝合作生物醫藥城為具體定位，構建以高端特色原料藥為主，醫美化粧品、現代中藥、醫療器械、醫貿物流四大産業協同發展，加速向製劑邁進的“1+4+1”産業體系。
The Biomedical City jointly built by Sichuan and Chongqing. Since 2004 when Kelun Pharmaceutical was introduced to Yuechi, the biomedical industry in the County has developed into a leading industry in the local area and a competitive industry in Guang 'an. It has established a fine chemical (pharmaceutical) park; an industrial park for medical beauty and cosmetics; and Guang’an-Chengdu Biomedical Industrial Park with its output value ranking top three in Sichuan province, with 13 specialized supporting systems, and three indicators ranking first in the province. Therefore, the Biomedical City has become the main part for Yuechi County to be integrated into the Chengdu-Chongqing Twin-city Economic Circle.
The park has been successively awarded many titles, including "China's Most Characteristic Biomedical Park", "China's Most Potential Biomedical Park", "Pilot Demonstration Zone for Drug Marketing Authorization Holder System", "Excellent Provincial Development Zone" and "Provincial Green Park", etc. 64 enterprises have established presence in the park, covering chemical raw materials and preparations, traditional Chinese medicine extraction, pharmaceutical excipients and healthcare materials. Among them, seven companies are listed as top 100 pharmaceutical enterprises in China and seven are listed pharmaceutical enterprises, which have 375 drug varieties. In 2021, the park realized an output value of 15.1 billion yuan and a tax revenue of 120 million yuan.
At present, Yuechi County is building the Biomedical City Jointly Built by Sichuan and Chongqing. It is establishing a "1+4+1" industrial system that focuses on manufacturing high-end characteristic drug substances, achieves the coordinated development of four major industries (i.e., medical beauty and cosmetics; modern traditional Chinese medicine; medical devices; and medical trade and logistics), and accelerates the shift towards manufacturing preparations.
高品質公園城市。岳池立足“廣安副中心”功能定位，以縣城、城鎮、空港總面積達50平方公里為目標，推動與廣安機場、棗山園區相向發展，加快實現廣岳同城化。堅持“智慧、生態、人文、健康”城市發展理念，按照“東擴西靚、北綠南工”功能佈局，依託“兩環三向七射”道路網路，持續完善“三湖四河一鏈”生態體系，規劃建設商業綜合體和“五館三中心”，推進“兩站三院四校六園”公共配套，打造鳳山歷史文化公園、東湖陽光公園等城市公園，加快建設高品質宜居宜業宜遊公園城市。深入開展“我的家鄉我的城，我的岳池我的根”系列活動，傳承城市記憶，激發岳池人民故土難離的情節和對岳池山水的熱愛、驕傲、自豪，吸引知名鄉友回鄉建設、積極為家鄉建言獻策，讓更多在外創業岳池人回到岳池、更多外地人來到岳池，加快建設“聞者嚮往、來者依戀、居者自豪”的美麗岳池。
High-quality garden city. As a Sub-center of Guang’an, Yuechi County uses its total area of 50 km2 covering the county seat, towns and airport to grow together with Guang 'an Airport and Zaoshan Industrial Park, and accelerate the integration of Guang 'an and Yuechi. By adhering to the urban development concept of being "smart, ecological, culturally advanced and healthy", Yuechi follows the functional layout of "expanding eastward, beautifying the west, greening the north and developing industries in the south", and depends on the road network of "two rings, three directions and seven expanded areas". It will continuously improve the ecological system of "three lakes, four rivers and one chain", plan and build a commercial complex and "five venues and three centers". Furthermore, it will promote the building of public supporting facilities, and build urban parks including Fengshan Historic and Cultural Park, and East Lake Park, so as to speed up the building of a high-quality garden city for living, working and travelling.
A series of activities themed with "My Hometown: Yuechi County " are being implemented to pass down the memory of the city, inspire the homesickness of the local people and their love and pride for the landscapes of the county. These activities are also aimed to attract well-known fellow villagers to return to their hometown, actively offer suggestions for the development of local areas, allow more local people to return to Yuechi to start their business, and enable more outsiders to come to Yuechi to run their business, so as to speed up the building of a beautiful Yuechi which the people yearn for, are unwilling to leave and are proud of working and living in.
中國曲藝之鄉。岳池曲藝興起于唐宋時期，歷經千年發展，曲藝種類包含燈戲、高亭、竹琴、清音、盤子等20種，現有民間職業演出團體22個、曲藝學校10所。“岳池燈戲”于1988年進京到中南海演出，代表曲目大型民俗風情曲藝劇《岳池農家》獲巴蜀文藝獎，傑出演員羅捷憑藉《小姑出嫁》獲第十一屆中國曲藝牡丹獎新人獎，反映華鎣山起義的曲藝劇《紅杜鵑》在成都成功展演，2007年岳池被中國曲協授予“中國曲藝之鄉”稱號，成為中國西部首個曲藝之鄉，每兩年舉辦“岳池杯·中國曲藝之鄉”曲藝展演。目前，岳池正深入挖掘“曲藝”內涵，加快建設中國曲藝百花園，創新曲藝發展機制，激發曲藝工作者活力，豐富曲藝業態産品，打造曲藝陣地，辦好曲藝展演，讓岳池曲藝更加貼近生活、貼近群眾，形成群眾廣泛參與、自覺熱愛的良好氛圍，真正實現“白天遊小平故里，晚上聽岳池曲藝”。
Hometown of Chinese folk arts. The Chinese folk arts in Yuechi County flourished in the Tang and Song dynasties. After nearly 1,000 years of development, it now includes 20 kinds of folk arts, such as Lantern Opera, Gaoting (a Parade on Big Tables), Zhuqin (Bamboo-made Stringed Musical Instrument), Qingyin(Clear Tune), and Panzi (Plate-beating), etc. There are 22 professional troupes and 10 schools of folk arts in the county. In 1988, "Yuechi County Lantern Opera" troupe went to Beijing to perform in Zhongnanhai, which serves as the central headquarters of the CPC and the Chinese government. Its representative repertoire "Yuechi County’s Peasant Families" won the Bashu Literature & Arts Award. The outstanding actress Luo Jie was granted the Young Actor Award of the 11th China Peony Awards of Folk Arts for her performance of "My Sister-in-law Gets Married"; the folk art drama of "Red Rhododendron" reflecting Huaying Mountain Uprising was successfully performed in Chengdu. In 2007, Yuechi County was awarded the title of "Hometown of Chinese Folk Arts" by China Quyi Artists Association, becoming the first hometown of Chinese folk arts in west China. Once every two years, the performances of Yuechi Cup-the Hometown of Chinese Folk Arts are staged in the county.
Yuechi County is innovating the development mechanism of Chinese folk arts to spur the creativity of folk art workers, diversify the folk art products and well organize the performances. This is designed to make the folk arts be closer to the life and the local people, allowing the people to "visit Xiaoping's Hometown during the day time and enjoy Yuechi County’s folk arts in the evening".
中國輸變電之鄉。岳池輸變電産業起步于上世紀70年代，經過40餘年發展，走遍全國，踏足亞、非、歐、拉美4大洲17個國家，參與和獨立承包架設高壓電線路2萬餘條、建設變電站1萬餘座，架線總長度約100萬公里，可繞地球赤道25圈，現有輸變電企業25家，年輸出勞動力16.8萬人，實現了企業增收、農民增收、財政增收三增收，成為岳池的特色産業、富民産業、強縣産業，“岳池輸變電工”成為首批“川字號”特色勞務品牌，是小平故里“走出去”的一張閃亮名片。2021年實現産值130億元、稅收5.51億元。目前，岳池正堅持“政府引導、企業主體、市場機制、産業發展”十六字工作思路，聚焦總部經濟、勞務服務、裝備製造，做大做強輸變電總部經濟，提升輸變電勞務輸出組織化程度，發展以輸變電裝備製造為主的裝備製造業，推動輸變電産業由“打工經濟”向“産業經濟”升級，唱響輸變電勞務品牌。
China's Hometown of Power Transmission and Transformation. The power transmission and distribution industry in Yuechi County started in the 1970s. Over the past four decades, the people of Yuechi County have traveled all over China and beyond, including 17 countries in four continents: Asia, Africa, Europe and Latin America. The people of Yuechi County have participated in and independently contracted the erection of more than 20,000 high-voltage lines and built over 10,000 substations. The total length of these lines reaches about 1 million kilometers, which can circle the Earth's equator for 25 times. Yuechi has 25 power transmission and transformation enterprises, with an annual outflow of 168,000 workers. This has helped increase the incomes of local enterprises, farmers and financial revenues, making " Electricians of Power Transmission and Transformation from Yuechi County " become a special labor service brand.
In 2021, the output value of power transmission and transformation sector in Yuechi reached 13 billion yuan (USD 19.3 billion), with a tax revenue of 551 million yuan (USD 81.5 million). At present, Yuechi County is adhering to the working concept-"government provides guidance, and enterprises act as the major part, using market mechanism to promote the industrial development". It is focusing on the headquarters economy, labor service and equipment manufacturing to establish stronger headquarters economy of power transmission and transformation, improve the organization skill of power transmission and transformation labor service, and develop the equipment manufacturing industry mainly based on power transmission and transformation equipment manufacturing. This is aimed to promote the upgrading of power transmission and transformation industry from "rural migrant economy" to "industrial economy", and to build a famous labor service brand in terms of power transmission and transformation.
中國米粉之鄉。岳池米粉始於康熙、盛於民國，歷經300餘年傳承，選取優質“岳池稻米”作為原料，始終保持自然石磨發酵、蒸粉等最傳統工藝，並與現代蒸化自熟、散絲攤薄等工藝充分結合，味道鮮美，質地細軟，老少皆宜，是岳池最具特色的味覺符號。2012年獲得國家地理標誌證明商標，海外市場拓展至西班牙、英國等13個國家（地區），2021年實現産值32.1億元。岳池人對米粉情有獨鍾，天長日久，衍生出一副關於岳池米粉的上聯——“岳池好，好岳池，岳池米粉越吃越好吃”，曾廣發“英雄帖”，面向全社會徵集下聯，至今仍然沒有人工對下聯。目前，岳池正堅持“打造名片，形成知名品牌”理念，按照“種、研、産、銷”一體化發展思路，大力實施“米粉+”戰略，探索“示範園+大基地”種植方式、“大商標+小品牌”行銷模式、“鮮食體驗+宣傳展示+生産加工”經營模式，加大開店、品牌推廣、龍頭企業培育等工作力度，推進岳池米粉全産業鏈、全業態融合發展，真正實現飄香全國。
Hometown of Rice Noodle in China. Yuechi County’s Rice Noodle emerged during the reign of Kangxi Emperor (1654-1722) in Qing dynasty and flourished during the period of 1912-1949. After more than 300 years of inheritance, high-quality "Yuechi County rice" is selected as the raw material. The most traditional techniques, such as natural stone mill fermentation and steaming rice noodles have been maintained. These traditional techniques are fully combined with modern techniques, e.g., steaming and self-cooking, scattering and thinning to produce delicious and soft rice noodles that are suitable for different types of people. Yuechi Rice Noodle has become the most distinctive taste symbol/food brand in Yuechi.
In 2012, it won the National Geographical Indications Certification Trademark. Its overseas markets have been expanded to 13 countries (regions) including Spain and the U.K.. In 2021, it achieved an output value of 3.21 billion yuan (USD 459 million). For a long time, the local people in Yuechi have a special feeling for rice noodles. They wrote the first line of a couplet about Yuechi County Rice Noodle-"Yuechi good, good Yuechi, the more you eat Yuechi Rice noodle, the better it will taste" (The tricky problem lies in the fact that the name of the county (Yuechi) is homophone of “the more you eat” (Yue chi)). Unfortunately, up to now, there is still no one who can give an appropriate second line of the couplet.
At present, Yuechi County is following the concept of "creating well-known brands" to implement the "Rice Noodle Plus" strategy in accordance with the idea of integrating "planting, research, production and marketing". The planting model of "demonstration fields + large production bases", the marketing model of "famous trademark + small brands", and the operation model of "fresh food experience + promotion and display + production and processing" are used to open more stores, promote brands and cultivate leading enterprises. These efforts are made to promote the integration of the whole industrial chain of rice noodles in Yuechi and make “Yuechi Rice Noodle” become well-known across the country.
中國農家樂之源。西元1172年，南宋愛國詩人陸游旅居岳池，寫下千古名篇《岳池農家》，岳池因此成為名副其實的中國農家樂發源地之一，2019年農家生態文化旅遊區創建為國家AAAA級景區。目前，岳池正按照“一詩、一村、一片、一園、一縣”工作思路，完善“吃、住、行、遊、購、娛”配套，不斷延伸“農家”內涵，深度挖掘農家文化，種好農家的田、用好農家的房、做好農家的樂，讓“有其田而樂、有其房而樂，生産快樂、生活快樂”展現得更加充分。充分利用大地景觀、萬頃良田，讓“三月賞菜花、陶醉春風裏，四五月栽秧苗、聽取蛙聲一片，七八月聞稻香、稻花香裏説豐年”得到遊客交口稱讚，打造獨具岳池魅力的“詩和遠方”，將農家生態文化旅遊區建成農文旅融合助力鄉村振興示範景區。
A Source of Farm Stay in China. Lu You (1125-1210), a famous poet in Southern Song dynasty visited Yuechi in 1172 and stayed here for a few days, and then wrote a famous poem-Farmers’ Life in Yuechi. This makes Yuechi, in a true sense, become one of the source areas of farm stays in China. in 2019, the Yuechi Farm Stay Eco-cultural and Tourism Area was designated as a national 4-A Scenic Spot in China.
At present, Yuechi is improving the services in terms of food, accommodation, transportation, travelling, shopping and entertainment to extend the connotation of "farm stay" and further explore the farm stay culture by fully taking advantage of local farmland and residential resources. In different seasons, tourists can enjoy and experience different scenes/activities: watching the scene of rape flowers in March; planting rice seedlings in May; and tasting the fragrance of rice in August… This is aimed to create an idyllic Yuechi County and build the Farmers Eco-cultural and Tourism Area into a demonstration scenic spot to help revitalize the rural areas.
目前，岳池正圍繞“全域全程全力融入重慶都市圈，加快創建成渝地區雙城經濟圈建設示範縣”發展目標，立足“川渝合作生物醫藥城”“廣安副中心”具體定位，堅定實施市委同城融圈、優鎮興鄉、品質主導、産業支撐“四大戰略”，擦亮“千年銀岳池”“川渝合作生物醫藥城”“高品質公園城市”“中國曲藝之鄉”“中國輸變電之鄉”“中國米粉之鄉”“中國農家樂之源”七張名片，全面建設社會主義現代化岳池。
With an objective of "being fully integrated into Chongqing metropolitan area, and speeding up the building of a demonstration county to promote the development of Chengdu-Chongqing Economic Circle", Yuechi is positioning itself as the Sub-center of Guang'an, and is resolutely implementing its “four strategies”. Depending on the afore-mentioned "seven honors", it is sparing no efforts to build itself into a modernized socialist county in all respects.
