From November 4 to 7， the”Oversea Talent Confucius Cultural Study Program and Opening Ceremony of the First Study Camp” kicked off in Qufu， Shandong． Co－hosted by the Shandong Western Returned Scholars Association （Shandong Overseas－educated Scholars Association） and the Shandong Association for International Exchange of Personnel， the event was attended by Zhang Liangtong， Member of the Standing Committee of the CPC Licheng District Committee of Jinan， Director of the District’s Publicity Department and United Front Work Department， who promoted the Western Returned Scholars Association Overseas Returnee Town （Jinan， Artificial Intelligence）．

At the event， addressing presidents from 14 overseas universities including the University of Technology Sydney， as well as responsible persons from over 40 provincial universities， experts， and representatives of overseas－educated scholars， Zhang Liangtong highlighted the Overseas Returnee Town’s advantages in talent attraction and aggregation． He elaborated on its core development orientation： building an international AI talent cluster and an industrial innovation highland． Building on the combined strengths of overlapping national strategies， the Town has constructed a full－chain ecological system encompassing specialized policy support， empowerment by a 10－billion－yuan industrial fund， industry－education integrated talent cultivation， and high－quality talent community services． He emphasized that by promoting technology landing， opening of application scenarios， and entrepreneurial incubation， the town provides integrated support for high－level talents at home and abroad—from”landing” to”growth” and then to”rooting”． He sincerely invited global AI elites to follow Jinan， enter the Town， share development opportunities， and co－create an intelligent future．

Closely aligned with the development needs of overseas talents and the trends of Sino－foreign educational cooperation， the event centered on the core of”Culture Empowerment， Talent Enablement， and Shared Success”． It innovatively built a study tour system integrating”Cultural Immersion ＋ Academic Dialogue，” setting a goal to attract 10，000 overseas talents and 1，000 foreign experts to participate in study tours over the next five years． It aims to take Confucian culture as a link， gather global intellectual resources， and enable overseas talents to empower Shandong’s development．
